Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստի» հերթական ուշադրությանն են արժանացել պատգամավորներ Վահան Բաբայանը, Արա Բաբլոյանը, Հայկ Բաբուխանյանն ու Հրանտ Բագրատյանը: Այս համարում անդրադարձ կատարվող պատգամավորների յուրահատկությունն այն է, որ բոլորն էլ օրենսդրական նախաձեռնությունների հեղինակ կամ համահեղինակ են:
Հանրապետականներ Արա Բաբլոյանն ու Հայկ Բաբուխանյանը նշվածներից ամենից շատ կողմ քվեարկած պատգամավորներն են: Վերջիններս կողմ են քվեարկել համապատասխանաբար 805 և 834 անգամ: Երկուսն էլ դեմ են քվեարկել ինն անգամ, ձեռնպահ մնացել բավական քիչ՝ Բաբլոյանը մեկ, իսկ Բաբուխանյանը 3 անգամ: Բացակայել են նույնպես շատ քիչ՝ առաջինը 47, երկրորդը՝ 35 անգամ: Սակայն ի տարբերություն Բաբլոյանի՝ Բաբուխանյանն ավելի ակտիվ է գտնվել ԱԺ–ի ամբիոնից ելույթ ունենալու առումով: Բաբուխանյանը 20 ելույթ է ունեցել և 44 հարց հնչեցրել, իսկ Արա Բաբլոյանը ընդամենը մեկ հարց է տվել ու 5 անգամ էլ ելույթ ունեցել: Բայց սրա հետ միասին վերջինս թվարկված պատգամավորներից միակն է, ով 11 օրենսդրական նախաձեռնությունների համահեղինակ է, որոնք էլ, բնականաբար, առողջապահական ոլորտին են վերաբերում: Հայկ Բաբուխանյանն ի տարբերություն իր կուսակցի միայն 3 նախաձեռնության համահեղինակ է՝ դատաիրավական և հանրային հարցերի ոլորտների վերաբերյալ: Ինչ վերաբերում է այս երկու պատգամավորների դրամական միջոցներին, ապա եթե Արա Բաբլոյանի դրամական միջոցները վերջին մի քանի տարում նվազել են՝ 82 միլիոն 716 հազար դրամից հասնելով 59 միլիոն 396 հազար դրամի, Բաբուխանյանինը հակառակը՝ավելացել են, 12 միլիոն 896 հազար դրամից դարձել 22 միլիոն 859 հազար դրամ:
36–ամյա ԲՀԿ–ական պատգամավոր Վահան Բաբայանը իր գործընկերների համեմատությամբ ավելի քիչ է կողմ քվեարկել՝ 542 անգամ, իսկ դեմ ավելի շատ՝ 58 անգամ, որևէ նախաձեռնությանը այո կամ ոչ ասելուց խուսափել է՝ ձեռնպահ է մնացել 120 անգամ: Երիտասարդ պատգամավորի բացակայություններն էլ ըստ www.parliamentmonitoring.am կայքի կազմել են 98: ԱԺ ամբիոնից ելույթ է ունեցել 17 անգամ, հարց հնչեցրել՝ 24: Վերջինս գույքի նկատմամբ իրավունքների գրանցման օրենսդրական նախաձեռնության համահեղինակ է Էլինար Վարդանյանի հետ: Բաբայանի դրամական միջոցները թե՛ 2012, և թե՛ 2015 թթ. տվյալներով զրոյական են, ըստ նրա 2015 թ. հայտարարագրի՝ նա միայն 4 միլիոն 788 հազար դրամ եկամուտ ունի:
Խորհրդարանում ընդդիմության կարկառուն ներկայացուցիչ Հրանտ Բագրատյանը բավական շատ է բացակայել ԱԺ նիստերից, այն է՝ 439–ն անգամ: «Հայ ազգային կոնգրեսի» անդամը կողմ է քվեարկել 146, դեմ 143 անգամ: Ձեռնպահ է մնացել 92 անգամ: Թվարկված պատգամավորներից ամենից շատ ելույթներ և հարցեր ունեցած պատգամավորն է. հարցեր է հնչեցրել 83 և ելույթ ունեցել 95 անգամ: Նշենք, որ Բագրատյանը չի քվեարկել «1000 դրամների» օրինագծին, իսկ կուսակցությունների մասին օրինագծի քվեարկությունից էլ ձեռնպահ է մնացել: Ըստ www.parliamentmonitoring.am կայքի՝ ընդամենը 3 նախաձեռնությունների համահեղինակ է՝ պետաիրավական և բյուջետային ոլորտների վերաբերյալ:
