Ինչ պայմաններով են հանձնվում Արցախի տարածքները․ պաշտոնական փաստաթուղթ

Ինչ պայմաններով են հանձնվում Արցախի տարածքները․ պաշտոնական փաստաթուղթ

Հայաստանի Հանրապետության վարչապետ Նիկոլ Փաշինյանի, Ադրբեջանի նախագահ Իլհամ Ալիևի եւ ՌԴ նախագահ Վլադիմիր Պուտինի համատեղ հայտարարությունը․

Մենք հայտարարել ենք հետևյալի մասին․

1. Հայտարարում ենք ամբողջական հրադադրի եւ բոլոր տեսակի ռազմական գործողությունների ավարտի մասին՝ 2020 թվականի նոյեմբերի 10-ից ՝ Մոսկվայի ժամանակով 00։00-ից, կողմերը կանգնում են իրենց զբաղեցրած տարածքների վրա։

 

2. Աղդամի շրջանն ու տարածքները, որոնք Հայաստանն է պահում, վերադարձվում են Ադրբեջանին՝ նոյեմբերի 20-ին։

3. Լեռնային Ղարաբաղի շփման գծում՝ Լաչինի միջանցքի ուղղությամբ տեղակայվում են ՌԴ խաղաղապահ ուժեր՝ 1960 զինվորական, 380 միավոր ավտոմեքենայով եւ հատուկ սարքավումներով։

4. ՌԴ խաղաղապահ ուժերը տեղակայվում են հայկական զինված ուժերի դուրս բերման հետ մեկտեղ։ Նրանց տեղակայման ժամկետը հինգ տարով է՝ հետագայում այն երկարացնելու հնարավորությամբ։

5. Հակամարտության կողմերի կողմից համաձայնագրերի կատարման նկատմամբ վերահսկողության արդյունավետությունը բարձրացնելու նպատակով հրադադարի ռեժիմը վերահսկելու համար տեղակայվում է խաղաղապահ կենտրոն:

6. Հայաստանի Հանրապետությունը Քելբաջարի շրջանը կվերադարձնի Ադրբեջանի Հանրապետությանը մինչև 2020 թ. Նոյեմբերի 15-ը, իսկ Լաչինի շրջանը մինչև 2020 թ. դեկտեմբերի 1-ը `թողնելով Լաչինի միջանցքը (5 կմ լայնությամբ), ինչը կապահովի Լեռնային Ղարաբաղի կապը Հայաստանի հետ։  Կողմերի համաձայնությամբ, առաջիկա երեք տարիներին կորոշվի Լաչինի միջանցքի երկայնքով երթևեկի նոր երթուղու կառուցման նախագիծը, որն ապահովում է կապը Ստեփանակերտի և Հայաստանի միջև, հետագայում այդ խաղաղ ճանապարհը պաշտպանելու համար ռուսական խաղաղապահ զորախմբի վերաբաշխմամբ: Ադրբեջանի Հանրապետությունը երաշխավորում է երկու ուղղություններով քաղաքացիների, տրանսպորտային միջոցների և ապրանքների Լաչինի միջանցքի երթևեկության անվտանգությունը:

 

7. Ներքին տեղահանված անձինք և փախստականները վերադառնում են Լեռնային Ղարաբաղի տարածք և հարակից տարածքներ՝ ՄԱԿ-ի փախստականների հարցերով գերագույն հանձնակատարի գրասենյակի վերահսկողության տակ:

8. Իրականացվում է ռազմագերիների և այլ ձերբակալվածների և մահացածների մարմինների փոխանակում:

9. Տարածաշրջանում բոլոր տնտեսական և տրանսպորտային կապերն ապաշրջափակված են: Հայաստանի Հանրապետությունն ապահովում է տրանսպորտային կապեր Ադրբեջանի Հանրապետության արևմտյան շրջանների և Նախիջևանի Ինքնավար Հանրապետության միջև ՝ երկու ուղղություններով քաղաքացիների, տրանսպորտային միջոցների և ապրանքների անխոչընդոտ տեղաշարժը կազմակերպելու նպատակով:  Կողմերի համաձայնությամբ կտրամադրվի Նախիջևանի Ինքնավար Հանրապետությունը Ադրբեջանի արեւմտյան շրջանների հետ կապող նոր տրանսպորտային հաղորդակցությունների կառուցում:
