Ձիթենին ու TAP գազամուղը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Արդեն տևական ժամանակ է` Իտալիայի Սալենտո մարզում կրքերը չեն հանդարտվում: Ուստիև Տրանսադրիատիկ խողովակաշարի (TAP) շինարարության իրականացման ժամկետները շարունակվում են ձգձգվել: Նշենք, որ TAP–ը Հարավային գազային միջանցքի բաղկացուցիչ մասն է, որով նախատեսվում է ադրբեջանական գազն առաքել Եվրոպա:

Խողովակաշարի շինարարության համար անհրաժեշտություն էր առաջացել Սալենտո մարզում տեղափոխել և վերատնկել բազմամյա ձիթենու ծառեր: Սրան դեմ էր հանդես եկել No TAP նախաձեռնությունը, որի ղեկավարը իտալացի ընդդիմադիր գործիչ, դերասան ու երգիծաբան Բեպե Գրլիոն է: Տեղական իշխանությունները հավանության էին արժանացրել No TAP–ի բողոքը: Եթե մինչև ապրիլի վերջ հարցը չկարգավորվի, TAP–ի շինարարությունը կհետաձգվի առնվազն կես տարով, քանի որ ապրիլից հետո ծառերի վերատնկումն արգելված է:

Ավելի վաղ ադրբեջանական SOCAR նավթագազային պետական ընկերության փոխնախագահ Էլշադ Նասիրովն ակնարկել էր, որ TAP գազամուղի դեմ արշավի հետևում կանգնած է Մոսկվան, թե իբր «Գազպրոմը» ցանկանում է ձգձգել ադրբեջանական նախագծի իրականացումը, որպեսզի առաջ մղի սեփականը»:

Հարավային գազային միջանցքի լիարժեք շահագործումով, որը ներառում է գործող` Հարավկովկասյան գազամուղը, Բաքու–Թբիլիսի–Էրզրումը, և դեռևս կառուցվող Տրանսանատոլիական (TANAP) և Տրանսադրիատիկ խողովակաշարերը, Ադրբեջանը հավակնում է դառնալ Եվրոպայի էներգետիկ անվտանգության երաշխավորը:

Բայց, չգիտես ինչու, Եվրոպան դեռևս չի շտապում ֆինանսավորել ծրագիրը` անհրաժեշտ 40 մլրդ դոլարից Ադրբեջանին վարկի տեսքով հատկացվել է ընդամնը 400 մլն դոլար, այն էլ` միայն TANAP–ի կառուցումն ավարտին հասցնելու համար:

Պատահական չէ, որ ինչպես պնդում է Նավթային հետազոտությունների կենտրոնի ղեկավար Իլհամ Շաբանը, «պաշտոնական Բրյուսելն անում է, թվում է, հնչեղ հայտարարություններ այն մասին, որ ցանկանում է հնարավորինս արագ ստանալ ադրբեջանական գազը, բայց ռեալ քայլեր չեն ձեռնարկվում»: Ուստի Ադրբեջանում առաջանում է իրավիճակը քաղաքականացնելու գայթակղություն` կասկածներ են հայտնվում, թե Ռուսաստանը փորձում է օգտագործել Իտալիայի իրադարձությունները` առաջ մղելու Հարավային գազային միջանցքի հետ մրցող «Թուրքական հոսքը»:

Միևնույն ժամանակ շրջանառվում է վարկած, որի համաձայն` «Գազպրոմը» կարող է օգտագործել TAP–ի լրացուցիչ հզորությունները «Թուրքական հոսքի» շրջանակներում իր գազը Եվրոպա մատակարարելու համար: Իսկ դա ընդհանրապես կզրոյացնի Ադրբեջանի նշանակությունը որպես էներգետիկ ծանրակշիռ խաղացող:

Հետաքրքիր է, որ Ադրբեջանը, որն ունի սեփական գազ, և Թուրքիան, որի շուրջ, ըստ թուրքական BOTAS ընկերության փոխտնօրեն Իբրահիմ Սաիդ Արնիչի, «գտնվում են բնական գազի համաշխարհային պաշարների մոտ 74%–ը», միասին հայտնվել են աշխարհաքաղաքական տուրբուլենտության գոտում, ինչը փորձագետներին խոչընդոտում է կայուն կանխատեսումներ անել տարածաշրջանում ձևավորվող էներգետիկ քարտեզի և ընդհանրապես TAP–ի վերաբերյալ: Առայժմ Սալենտոյում իրավիճակը «վերահսկում» է Գրիլոն` ցույց տալով, որ չնայած ստորագրված համաձայնություններին ու նախնական ներդրումներին, ոչինչ անվիճելի ու կանխորոշված լինել չի կարող:
