ՀՀԿ-ն՝ ՌԴ նախագահին ուղղված Նիկոլ Փաշինյանի նամակի և ՌԴ արձագանքի մասին

ՀՀԿ խոսնակ, ՀՀԿ ԳՄ անդամ Էդուարդ Շարմազանովից հետաքրքրվեցինք՝ ինչպե՞ս է ՀՀԿ -ն գնահատում Նիկոլ Փաշինյանի նամակը ՌԴ նախագահ Վ.Պուտինին և ՌԴ ԱԳՆ արձագանքը՝ հաշվի առնելով, որ ձեր նախնական գնահատականը հնչեցվել էր մինչեւ ՌԴ ԱԳՆ պատասխանը։

Ի պատասխան՝ նա ասաց․ «Անշուշտ, ռազմական դրության ռեժիմը որոշակի ձևով սահմանափակում է մեզ մեր գնահատականներում: Բացի այդ, նամակի բուն բովանդակությունը մեզ հայտնի չէ: Մեզ հայտնի է միմիայն ՀՀ ԱԳՆ մամլո հաղորդագրությունը, որում նամակի բովանդակությունը բերված է շատ ընդհանուր գծերով:

Այնուամենայնիվ այդ մամլո հաղորդագրությունից պարզ է դառնում, որ նամակի հիմքում կարծես թե դրված է միայն 1997թ. օգոստոսի 29-ի «Բարեկամության, համագործակցության և փոխադարձ աջակցության մասին» պայմանագիրը: Այդ կապակցությամբ ուզում եմ նշել, որ մեր կարծիքով՝ կան նաև մի շարք այլ կարևոր հիմքեր ևս, որոնք պետք է հիշատակվեին:

«Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև 1995 թվականին կնքվեց Հայաստանի Հանրապետության տարածքում ռուսաստանյան ռազմակայանի մասին պայմանագիր: Ընդ որում՝ այդ պայմանագրում հետագայում` 2010 և 2016 թվականներին կատարվեցին մի քանի արմատական փոփոխություններ:

Այդ փոփոխություններով ընդլայնվեցին ռուսաստանյան ռազմակայանի խնդիրները, նախատեսելով, որ ռուսաստանյան ռազմակայանը, բացի Ռուսաստանի Դաշնության շահերի պաշտպանության գործառույթներից, Հայաստանի Հանրապետության զինված ուժերի հետ համատեղ ապահովում է Հայաստանի Հանրապետության անվտանգությունը ողջ սահմանով, ինչպես նաև այն, որ ռուսական կողմն աջակցում է ժամանակակից և համատեղելի սպառազինությամբ, ռազմական տեխնիկայով Հայաստանի Հանրապետությանն ապահովելու գործին։

Բացի նշված փոփոխություններից, 2016 թ․ ստորագրվել է «Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև Հայաստանի Հանրապետության զինված ուժերի և Ռուսաստանի Դաշնության զինված ուժերի զորքերի Միացյալ խմբավորման մասին» համաձայնագիրը, որը, մեր կարծիքով, ևս պետք է դրվեր նամակի հիմքում:

Այն նախատեսում է Հայաստանի Հանրապետության զինված ուժերի և Ռուսաստանի Դաշնության զինված ուժերի զորքերի միացյալ խմբավորման ստեղծում՝ տարածաշրջանում ռազմական անվտանգության ապահովման համար: Ընդ որում այդ համաձայնագիրը նախատեսում է, որ ագրեսիայի անմիջական սպառնալիքի դեպքում կազմավորվում է Միացյալ խմբավորման ռազմական կառավարման մարմինը:

Հաշվի առնելով, ՌԴ ԱԳՆ արձագանքը, կարծում եմ, որ ՀՀ զինված ուժերը պետք է հիմնավոր կերպով վերադիսլոկացիայի ենթարկվեն, որպեսզի ՀՀ-ը ապահովի Արցախի անվտանգության երաշխավորի իր առաքելությունը»:
