Ճանապարհային ոստիկանությունը իր քթի տակինը չի տեսնում, բայց չնչին դեպքերը շատ լավ է տեսնում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» օրաթերթի խմբագրություն էր դիմել մի քաղաքացի, ով իրավացիորեն բողոքում էր Ճանապարհային ոստիկանության աշխատակիցների կողմից ցուցաբերած անմարդկային մոտեցումից ու վերաբերմունքից:

Խնդիրն այն է, որ Դիլիջան քաղաքի բնակիչ Վարդգես Գոգչյանի մեքենայի ԱՊՊԱ պայմանագրի ժամկետն ավարտվելու հաջորդ օրն իսկ նա «Սիլ ինշուրանս» ապահովագրական կազմակերպությունում կնքել է նոր պայմանագիր: Սակայն մինչ կակտիվանար նոր կնքված պայմանագիրը (քանի որ այն կնքելուց մի քանի ժամ հետո է ակտիվանում), հոր առողջական վիճակը կտրուկ վատանում է և նրան անհապաղ Երևան տեղափոխելու անհրաժեշտություն է առաջանում:

Առանց մտածելու, որ ճանապարհային ոստիկաններն այնքան անմարդկային կգտնվեն, որ ընդամենը մի քանի ժամ առաջ ավարտված և ընդամենը մի քանի ժամից ակտիվացման ենթակա պայմանագրերի արանքում, առանց ճանապարհային երթևեկության որևէ խախտում թույլ տալու և առանց հոր վատանալու հանգամանքը հաշվի առնելու, կարող են իրեն «բռնացնել» և «վարչական իրավախախտում կատարելու համար» աստղաբաշխական չափի հասնող տուգանք նշանակել:

Բայց պարզվում է, որ մեր հարգարժան ճանապարհային ոստիկանները «Գայի պոստում» կանգնած հենց նման դեպքերի են սպասում: Եվ Սևան–Երևան մայրուղուց մինչև Գագարին գյուղի մոտակայք հետապնդելով կանգնեցրել են մեքենան և տուգանել նրան:

«Ես ցույց տվեցի թե՛ իմ նախորդ ԱՊՊԱ պայմանագիրը, և թե՛ նոր պայմանագիրը, որը մի քանի ժամից պետք է ակտիվանար: Նաև խնդրեցի նրանց, որ հորս շտապ տեղափոխում եմ Երևանի հիվանդանոց, այդ պատճառով ստիպված եմ մեքենան վարում: Հակառակ դեպքում մի քանի ժամ կսպասեի, որ նոր պայմանագիրն ակտիվանար, որպեսզի խնդիր չլիներ: Բայց նրանք ընդհանրապես ոչինչ հաշվի չառան ու 100000 դրամի վարչական ակտ գրեցին իմ վրա»,– «Փաստին» ասաց Վ. Գոգչյանը:

ՀՀ ոստիկանությունից և հատկապես Ճանապարհային ոստիկանության ծառայության պատասխանատուներից «Փաստն» ակնկալում է ստանալ այն հարցերի պատասխանը, թե ինչու են հայոց ճանապարհային ոստիկաններն այդքան «քարացած» և եթե իրենց ծնողին հարկավոր լիներ շտապ հիվանդանոց հասցնել, ապա իրենք արդյոք կսպասեի՞ն, որ այդ մի քանի ժամն անցներ ու ԱՊՊԱ–ի թուղթն ակտիվանար:

Եվ վերջապես, եթե իսկապես այդքան «ազնիվ» են և ծառայությունն իրականացնում եք միայն ու միայն օրենքի տառին հավատարիմ, ապա ինչպես է պատահում, որ նույնիսկ մայրաքաղաքի սրտում օրն ի բուն թե՛ մգեցված ապակիներով, թե՛ առանց ԱՊՊԱ պայմանագրի բազում մենքենաներ են երթևեկում, բայց դրանք զարմանալիորեն ու չգիտես ինչու Ճանապարհային ոստիկանների տեսադաշտում այդպես էլ չեն հայտնվում:

Իսկ եթե անկեղծ, ապա իրականում դուք թերանում եք ամենակարևոր՝ մարդկային վերաբերմունք ցուցաբերելու հարցում: Այնպես որ, օրենքի տառին հետևելուց առաջ հարկավոր է դեպքերը միմյանցից զատել ու մարդկանց հանդեպ մարդկային վերաբերմունք ցուցաբերել:
