Փաշինյանի՝ հակամարտության կարգավորման նոր սկզբունքը. ի՞նչ է այն ենթադրում

«Անջատում հանուն փրկության» սկզբունքը, որը ժողովուրդների ինքնորոշման սկզբունքի ժամանակակից դրսեւորումն է, իրավունք է տալիս առանձին խմբերին, ժողովուրդներին ինչպես անջատվել որեւէ պետությունից, երբ առկա է խտրականության, մարդու իրավունքների լայնածավալ խախտումների կամ ցեղասպանության ռիսկ, այնպես էլ բացառում է միացումը մի պետության հետ, եթե միավորումը բերելու է վերը նշված նույն հետեւանքներին։ Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ վարչապետ Նիկոլ Փաշինյանը։ 

Ի՞նչ է իրենից ներկայացնում այս նոր թեզը, որը Հայաստանի վարչապետը առաջարկում է դնել հակամարտության լուծման հիմքում: Լեռնային Ղարաբաղի անկախության անհրաժեշտության հիմնավորման չափազանց կարևոր՝ «անջատում հանուն փրկության» դոկտրինը ենթադրում է հետևյալը. երբ որևէ պետություն, իշխանությունների մակարդակով ռասայական, ազգային, կրոնական և այլատյացության հողի վրա սիստեմատիկաբար ոտնահարում է իր կազմում գտնվող էթնո-տերիտորիալ փոքրամասնության քաղաքացիական իրավունքները, դիմում բռնությունների, սպառնում բնաջնջմամբ կամ տեղահանությամբ, ապա միջազգային հանրությունը, այլևս անհնարին համարելով տվյալ ժողովուրդների համակեցությունը, պարտավոր է հարկադրաբար, հանուն փոքրամասնության գոյության պահպանման, անջատել նրա զբաղեցրած տարածքը տվյալ պետությունից: Սա ենթադրում է Լեռնային Ղարաբաղի բնակչության նկատմամբ ադրբեջանական իշխանությունների կողմից տասնյակ տարիներ շարունակ կիրառված մարդու իրավունքների ոտնահարումներին, բռնի տեղահանություններին, պատերազմական գործողություններին վերաբերող մի ծանրակշիռ թղթածրարի պատրաստում այն միջազգային ատյաններում, ընդհուպ մինչև ՄԱԿ-ի Մարդու իրավունքների խորհրդում ներկայացնելու համար: 

Փաշինյանը առաջին ղեկավար չէ, ով առաջ է քաշում այս լուծումը: Նման առաջարկով ժամանակին հանդես է եկել նաև առաջին նախագահ Լևոն Տեր-Պետրոսյանը, իսկ ինքը Դոկտրինը կիրառվել է դեռ 2000 թվականին՝ Կոսովոյի մասով, ՄԱԿ-ի գլխավոր քարտուղար Քոֆի Անանի հայտնի ելույթից հետո: Սակայն, նշենք, որ Կոսովոյի դեպքում կիրառվել է ոչ թե անջատում հանուն փրկության, այլ ճանաչում հանուն փրկության սկզբունքը, ինչը նույնպես կիրառելի տարբերակ է հայկական կողմի համար, քանի որ անջատումը հանուն փրկության Լեռնային Ղարաբաղի դեպքում արդեն իսկ կայացած փաստ է: Բացի այդ, ճանաչումը պետք է ունենա երաշխիքներ, այսինքն` այն երկրները որոնք կճանաչեն Արցախի անկախությունը, նաև պետք է ունակ լինեն պաշտպանել այդ ճանաչումը: Հակառակ դեպքում՝ առանց հստակ անվտանգային երաշխիքների ճանաչման գործընթացը չի կարող հանգեցնել ո՛չ պատերազմական գործողությունների ավարտին, ո՛չ հակամարտության կարգավորմանը բանակցային սեղանի շուրջ:
