Արսեն Թորոսյանը, ոչ թե հրաման, այլ հրամանի նախագիծ է ներկայացրել հանրային քննարկման․ ԱՆ պարզաբանումը

Առողջապահության նախարարության մամուլի ծառայությունը հայտարարություն է տարածել, երեկվանից մամուլում շրջանառվող այն լուրի մասին, թե նախարար Արսեն Թորոսյանը հրամայել է բոլոր բուհերին ու միջին մասնագիտական հաստատություներին ազատվել 65 եւ ավել տարիք ունեցող բոլոր դասախոսներից, ընդ որում` անորոշ ժամկետով եւ նույն հրամանում  հրահանգվում է հապճեպ ընտրել նրանց արժանի փոխարինող երիտասարդ կադրեր:

Հայտարարությունում ասվում է.

«Երեկվանից մամուլում ակտիվորեն շրջանառվում է տեղեկատվություն, թե իբր նախարար Արսեն Թորոսյանն աբսուրդային հրաման է արձակել և ԱՆ-ի գրությամբ հրամայված է բոլոր բուհերին ու միջին մասնագիտական հաստատություներին ազատվել 65 և ավել տարիք ունեցող բոլոր դասախոսներից, ինչի կապակցությամբ հայտնում եմ, որ նշվածը չի համապատասխանում իրականությանը և ներկայացվում է այլ քողի ներքո և խեղաթյուրված է։

Ցանկանում ենք տեղեկացնել, որ  նախ և առաջ նշվածը ոչ թե հրաման է, այլ հրամանի նախագիծ և գտնվում է քննարկումների և լրաշմակումների փուլում, և միևնույն ժամանակ հանդիսանում է ոչ թե աբսուրդային, այլ օրվա հրամայական, և կորոնավիրուսային հիվանդության իրավիճակով պայմանավորված մինչ այս պահն ընդունված բոլոր փաստաթղթերում, իրավական ակտերում նշվել է, որ  անհրաժեշտ է հնարավորինս ձեռնպահ մնալ կորոնավիրուսի ծանր հիվանդության զարգացման բարձր ռիսկային խմբի աշխատողներին աշխատավայր կանչելուց, ինչն ուղղված է եղել ոչ թե ռիսկի խումբ հանդիսացող աշխատակիցներից ազատվելուն, այլ վերջիններիս պաշտպանելուն։ Տվյալ առաջարկն ուղղված է ոչ թե ռիսկի խմբում գտնվող անձանց աշխատանքից կամ ուսման իրավունքից զրկվելուն, այլ վերջիններիս անվտանգության ապահովմանը, որպեսզի նրանք հնարավորություն ունենան իրենց մասնագիտական գիտելիքներն ու ներուժը ծառայեցնել պետությանը նաև կորոնավիրուսային հիվանդության պայմաններում՝ հեռավար սկզբունքով, իսկ համաճարակային իրավիճակի կայունացումից հետո անցնել իրենց բնականոն աշխատանքին։

Կոչ ենք անում և հորդորում նախքան որևէ «Ցնցող» լուր հայտնելը պարզապես ամբողջությամբ ծանոթանալ իրավիճակին, առկա փաստաթղթերին և վերլուծել իրականությունը և ոչ թե փորձել պղտոր ջրում ձուկ որսալ և դիվիդենտներ հավաքել բառախաղերի միջոցով։
