Շրջակա միջավայրի նախարարությունը հանրային քննարկման է ներկայացրել վարչական իրավախախտումների վերաբերյալ օրենսգրքում փոփոխություններ կատարել և տուգանել այն վարորդներին, որոնք առանց կատալիտիկ չեզոքացուցիչների (կատալիզատոր) կամ անսարք չեզոքացման համակարգով մեքենա կվարեն:

Շրջակա միջավայրի նախարարությունը հանրային քննարկման է ներկայացրել վարչական իրավախախտումների վերաբերյալ օրենսգրքում փոփոխություններ կատարել և տուգանել այն վարորդներին, որոնք առանց կատալիտիկ չեզոքացուցիչների (կատալիզատոր) կամ անսարք չեզոքացման համակարգով մեքենա կվարեն:

«Եթե տրանսպորտային միջոցը շահագործվում է առանց չեզոքացման համակարգի կամ անսարք չեզոքացման համակարգով՝ վնասակար նյութերն անարգել արտանետվում են մթնոլորտային օդ, ինչը չափազանց վտանգավոր է, մանավանդ եթե ստանում է զանգվածային բնույթ, ինչպես ներկայումս նկատվում է Հայաստանում։

Հանդիպում են նաև ավելի մեծ արժեք ունեցող չեզոքացուցիչներ, որը պայմանավորված է դրանում պարունակվող թանկարժեք մետաղների մեծ քանակով։ Հետևաբար, նախատեսվող տուգանքի չափը չպետք է փոքր լինի քաղաքացու կամ պաշտոնատար անձի կողմից կատալիտիկ չեզոքացուցիչի ապամոնտաժման և իրացման արդյունքում ստացվելիք դրամական օգուտից»,- մեկնաբանել են նախարարությունից»,-նշված է հիմնավորման մեջ։
