Հարկային պետ, թե քրեական բանդիտ. Ի՞նչ է կատարվում Շենգավիթի Հարկայինում

Վերջերս մամուլում շատ է շրջանառվում դժգոհություններ՝ կապված Շենգավիթի հարկային տեսչության հետ: Տնտեսվարողները դժգոհում են հատկապես անհարկի տուգանքներից: Համացանցում մեծ աղմուկ բարձրաձրած տեսանյութից հետո, որտեղ տնտեսվարողը պահանջում էր հարկայինի աշխատակցին ներկայանալ և հիմնավորել, թե ինչո՞ւ է փորձում տուգանել այն պարագայում, երբ ծրագիրն աշխատում է խափանումներով, փորձեցի մի փոքր ուսումնասիրել, թե ում հրահանգով են իրականում անցնում տուգանք-տուգանք մինչև վերջ քայլին հարակայինի աշխատակիցները:
Պարզվում է՝ Շենգավիթի հարկային տեսչության պե¬տը Արմեն Օհանյանն է, ով ամեն աստծո օր «գռդոնի» է ուղարկում իր աշխատակիցներին: Ժողովրդական մի խոսք կա՝ «Ձուկը գլխից է հոտում», իսկապես բնութագրում է այս անձին: Նոր Հայաստանում նման բարձր պաշտոնի նշանակել մեկին, ով քրեական ենթամշակույթով է ապրում, աբսուրդ է: Բայց համացանցը փորփրելուց հետո՝ պարզվում է, որ նա ոչ միայն քրեական ենթամշակույթն է իր մեջ կրում, այլ նաև՝ Ռաֆիկ Մաշադյանին: Ասում են՝ նրա հովանավորը, ըստ մամուլի հրապարակումների, ՊԵԿ փոխնախագահ Ռաֆիկ Մաշադյանն է, ում շնորհիվ Օհանյանը 2 տարի չհաճախե¬լով աշխատանքի և ստանա¬լով աշխատավարձ՝ սպասում էր հերթական բարձրացմանը: Ուշագրավ է, որ Օհանյանը Շենգավիթի հարկայինի պետի տեղակալ էր նշանակվել, սակայն 3 ամիս անց տեղակալից դարձավ պետ: Ի դեպ, Օհանյանին աշխատանքի չհաճախելու համար աշխատանքից ազատել էր ՊԵԿ նախկին նախագահ Վարդան Հարությունյանը, սակայն Ռաֆիկ Մաշադյանի՝ առաջին տեղակալ նշանակվելուց հետո Օհանյանի մոտ սկսվեց «պաշտոնների շքերթ»։ Դեռ սա քիչ է մի բան էլ պարզվում է, որ սրանք ընտանյոք հանդեձ Հարկայինը սարքել են իրենց համար դուքյան: Այն, որ ՊԵԿ-ում կան բազմաթիվ պաշտոնյաներ, որոնք համակարգում աշխատում են ընտանյոք հանդերձ, ազգով-տակով, բազմիցս անդրադարձել ենք։ Բայց, որ հայր ու որդի նույն պաշտոնը զբաղեցնեն, հազվադեպ է լինում։ Ըստ հրապարակումների՝ Արմեն Օհա¬նյանի որդին էլ՝ Սինոդ Օհա¬նյանը, Արաբկիրի հարկայինի պետի տեղակալն է:
Իսկ հիմա ըստ էության՝ ՊԵԿ-ում աշխատում են անձինք, որոնց վրա արդեն իսկ կան քրեական գործեր՝ կապված զենքով քաղաքացիների վրա կրակելու հետ։ Նրանց մեջ է նաև Շենգավիթի հարկայինի պետ Արմեն Օհանյանը, ում 2007 թվականին մեղադրանք էր առաջադրվել, մեքենան կայանելու թեմայով վիճաբանության ընթացքում ծառայողական «Մակարով» տեսակի ԲՊ3103 համարի ատրճանակից քաղաքացու մեքենայի կրակելու համար։ Նրա հետ այդ ժամանակ դեպքի վայրում էր եղել ներկայումս խոշոր հարկ վճարողների տեսչության պետ Արթուր Հարությունյանը։
Գործն, իհարկե, բարեհաջող ջրվել է, իսկ Օհանյանը մինչ այժմ ՊԵԿ բարձրաստիճան պաշտոնյա է, բայց եկել է պատասխան տալու ժամանակը:
Ըստ մեծ հասած լուրերի՝ նա տնտեսվարողների հետ շփումների ժամանակ ևս կռուտիտի լեզվով է խոսում, թե ինչ անում է վերևների հրահանգով է անում, այլ ոչ թե՝ սեփական որոշմամբ:
