Տնտեսական անկումը շատ ավելին է, քան նույնիսկ 2020-ի պետական բյուջեի ճշգրտված ցուցանիշն է. Մելքումյան

Արդեն իսկ ժամանակն է, որպեսզի Հայաստանի Հանրապետության Կառավարությունը հանդես գա ստեղծված իրավիճակի համակողմանի վերլուծությամբ, գնահատականներով եւ հատուկ եզրահանգումներով, նաեւ՝ առաջիկայի կանխատեսումներով: Այս մասին Facebook-ի իր էջում գրել է ԲՀԿ խմբակցության պատգամավոր Միքայել Մելքումյանը:

Նա, մասնավորապես, նշել է. «Հաշվի առնելով նաեւ այն, որ մեր հանրապետությունը համավարակի ցուցանիշներով տարածաշրջանում, ցավոք, առաջատարն է, իսկ Վրաստանի համեմատությամբ տասնյակ անգամներով են ավելի վարակակիրները եւ մահերը, մեր հանրությունը պետք է իմանա, թե որն է այս ամենի գինը, որոնք են հիմնական պատճառները եւ՛ առողջապահական անվտանգության, եւ՛ տնտեսական ու սոցիալական առաջացած խնդիրների մասով:

Պետական կառավարման բոլոր ոլորտներում անհրաժեշտ են արմատական եւ որակական փոփոխություններ: Խոսքը միայն կադրերի մասին չէ, խոսքը նաեւ իրավունքների եւ պարտականությունների կատարման, թերի կատարման, կամ չկատարման պատասխանատվության ինստիտուտի մասին է:

Քանի որ 2020թ. ութ ամիսներն արդեն անցել են, արդեն իսկ պարզ է դառնում, որ տնտեսական անկումը շատ ավելին է, քան նույնիսկ 2020թ. Հայաստանի Հանրապետության պետական բյուջեի ճշգրտված ցուցանիշն է: Մենք դրա մասին քննարկումների ժամանակ Հայաստանի Հանրապետության Ազգային ժողովի լիագումար նիստում զգուշացնում էինք:

Իսկ եթե նույնիսկ մի կողմ թողնենք համավարակի ամիսների՝ մարտի 15-ից մինչեւ այժմ ազդեցությունը եւ քննարկենք 2019թ. եւ 2020թ. առաջին եռամսյակներին ներդրումային համայնապատկերը, ապա պարզ է դառնում, որ Հայաստանի Հանրապետությունից ներդրումների արտահոսքը հսկայական էր: Այսպես, 2019թ. գրեթե կրկնակի անգամ 2018թ.-ի համեմատ օտարերկրյա ուղղակի ներդրումները կրճատվել էին, ճիշտ է, մնալով դրական նիշի վրա: Իսկ ահա 2020թ. առաջին եռամսյակում, երբ դեռ համավարակը չկար, կամ միայն մարտի երկրորդ կեսին էր ներկա, արդեն ունենք ինչպես ուղղակի ներդրումների, այնպես էլ՝ ընդհանուր ներդրումների խիստ կրճատում, այն էլ մինուսով՝ բացասական մակարդակի վրա:

Այսպիսի վիճակը նորանկախ Հայաստանի տնտեսական պատմության ընթացքում երբեւէ չի եղել:

Այսպես, 2020 թ. առաջին եռամսյակում ընդհանուր ներդրումները նվազել են -73.6 մլրդ դրամով (+56 մլրդ նվազելով -12 մլրդ), իսկ ուղղակի ներդրումները՝ -20.2 մլրդ դրամով: Ցավոք, 2020 թ. առաջին կիսամյակի համանման տվյալները կհրապարակվեն միայն, չգիտես ինչու, ս.թ. հոկտեմբերի 5-ին, այսինքն՝ առաջին կիսամյակի ավարտից 95 օր հետո: Սա անհասկանալի է: Անցյալ տարի հրապարակվում էին 65 օր հետո:

Անհասկանալի է, արդյո՞ք Հայաստանի Հանրապետության կառավարությունը չպետք է ժամանակին իմանա, թե որքան են կազմել ներդրումները, որպեսզի համապատասխան միջոցառումներ իրականացնի:

Այսպիսով, Հայաստանի Հանրապետության կառավարությունը պետք է հանդես գա համակողմանի ծրագրային ուղերձով՝ ո՞վ ինչ չի արել եւ ինչու՞:

Արդյո՞ք աջակցության ծրագրերը ծառայեցին իրենց նպատակին, թե ոչ:

Արդյո՞ք կարելի էր խուսափել այս ճգնաժամային իրավիճակից:

Պատճառները հայեցակարգայի"ն են, թե՞ կադրային:
