Ինչ կապ կա «օրենքով գողերին» բռնելու և ՔԿՀ-ներում կատարված գործողությունների միջև

Դեռևս մեկ տարի առաջ իշխանությունները հայտարարեցին, որ պայքարում են «օրենքով գողերի», քրեական հեղինակությունների և ընդհանրապես, քրեական ենթամշակույթի դեմ, վերջին շրջանում հատկապես, իրավապահ համակարգը ակտիվ պայքար է սկսել և մեծ թափով լծվել է գործին: Մասնավորապես, վերջին 10 օրվա ընթացքում օրենքով գողերի բերման ենթարկելու, ձերբակալելու, կալանավորելու բազմաթիվ դեպքեր եղան, որոնց թվում են Անդրանիկ Սողոյանը՝ «Զապ» մականվամբ հայտնի, Արտյոմ Կանևսկոյը, Ալեքսանդր Մակարյանը՝ «Գող Ալո»-ն, Երևանի ավագանու ՀՀԿ թեկնածու Արթուր Սեդրակյանը՝ «Տիզ»-ը, Գևորգ Մելիքյանը՝ «Օշականցի Գևորիկ»-ը և այլք: 

Այս երևույթը կապվում է նաև օրեր առաջ «Նուբարաշեն», «Արմավիր», «Վանաձոր» քրեակատարողական հիմնարկներում կատարված հատուկ գործողությունների հետ, հատկապես, որ պաշտոնական հաղորդագրություններում նշվում է՝ ազատության մեջ գտնվող քրեական ենթամշակույթ կրող անձանց կողմից ՔԿՀ-ներում պահվող անձանց նկատմամբ իրականացվել է վերահսկողություն:  

Արդյոք այս երևույթները կապ ունեն իրար հետ և ինչով է պայմանավորված ՔԿՀ-ներում գործողություններ իրականացնելիս՝ հատուկ ջոկատայինների ներգրավվածությունը, եթե միայն իրեր, առարկաներ հայտնաբերելու համար են իրականացվել գործողությունները, ՔԿՀ աշխատակիցները բավարար չէի՞ն դրա համար՝ ԼՈՒՐԵՐ.com-ի այս և թեմային վերաբերող այլ հարցերի Արդարադատության նախարարությունից հրաժարվեցին պատասխանել՝ հայտնելով, որ դրանց վերաբերյալ մեկնաբանություն չունեն անելու և նախարարն ու մամուլի խոսնակն իրենց ֆեյսբուքյան էջերում անդրադարձել են ու ավելացնելու ոչինչ չունեն:

Սակայն դատելով Արդարադատության նախարարի ֆեյսբուքյան գրառումներից, թե «քրեական ենթամշակույթի դեմ պայքարին ուղղված օրենքն աշխատում է և այս օրերին իրականացված գործողությունները դրանց ապացույցն են, ըստ էության կարելի է ենթադրել, որ իրավամբ այս երկու իրադարձություններն իրար հետ կապ ունեն և իշխանությունը, ինչպես քրեական տարրեր ունեցող անձանց, այնպես էլ ՔԿՀ-ներում պահվող անձանց զսպելու կամ ճնշելու միջոցներ է կիրառում: Բացի այդ, նաև ակնհայտ է, որ իշխանությունը հետագայում լուրջ դժվարություններ կունենա օրենքը կիրառելիս և, դա պակաս վտանգավոր չէ հեղափոխականների համար: Չէ՞ որ նրանցից շատերը երկրում ունեն մեծ ռեսուրսներ և հնարավոր է հույս կապեն և աջակցեն քաղաքական ընդդիմադիրներին:
