Արցախի Հանրապետության ԱԺ նախագահ Արթուր Թովմասյանը շնորհավորական ուղերձ է հղել Հայաստանի անկախության Հռչակագրի ընդունման օրվա առիթով:

Ուղերձում ասվում է.

«Սիրելի՛ հայրենակիցներ

Շնորհավորում եմ բոլորիս Հայաստանի անկախության Հռչակագրի ընդունման օրվա առիթով։

1990 թվականի օգոստոսի 23-ին Հայաստանի Գերագույն Խորհրդի առաջին նստաշրջանն ընդունեց Հայաստանի անկախության մասին Հռչակագիրը՝ տալով անկախության գործընթացի մեկնարկը:

Պատմական օրվանից ուղիղ 30 տարի անց, մենք պարտավոր ենք արժանին մատուցելու բոլոր նրանց, ովքեր կյանքի կոչեցին անկախության ուղին սկզբնավորող իրավական կարևոր փաստաթուղթը՝ որպես հայ ժողովրդի միասնական և հավաքական կամքի լավագույն առհավատչյա, որպես հայոց պետականության կերտման անդրանիկ հայտ:

Անցած երեսուն տարիների ընթացքում մենք ազգովի ենք ապացուցել հռչակագրի ընդունման փաստի անառարկելիությունը՝ արտաքին և ներքին մարտահրավերներին դիմակայելով միասնական և հավաքական ուժով և ազգի առջև ծառացած մարտահրավերներին միայն այդպես դիմակայելու գիտակցման պատասխանատվությամբ:

Փա՛ռք Հայաստանի Հանրապետության անկախությանը, փա՛ռք հայ ժողովրդի միասնական ոգուն»։
