Դատախազության հաղորդագրությունը կարճված քրեական գործի մասին է․ պարզաբանում են Գյումրու ԲԿ-ից։

«ՀՀ գլխավոր դատախազությունը 20.08.2020 թվականին հաղորդագրություն է տարածել այն մասին, որ «Գյումրու բժշկական կենտրոն» ՓԲ ընկերության մի խումբ բժիշկ-վիրաբույժներ տարբեր ժամանակահատվածներում կատարել են տարբեր տեսակի վիրահատություններ, սակայն գրանցամատյաններում ակնհայտ կեղծ տեղեկություններ են ներառել կատարված վիրահատությունների տեսակի և արժեքի վերաբերյալ: Արդյունքում ընկերության դրամարկղ է մուտքագրվել իրական վիրահատության արժեքից էականորեն տարբերվող` նվազ գումարներ:

Տեղեկացնենք, որ խոսքը կարճված քրեական գործի մասին է, այն հարուցվել էր բժիշկների գործունեության երեք տարվա ժամանակահատվածը ստուգման ենթարկելու արդյունքում, որը և կարճվել էր տարբեր հիմքերով՝ այդ թվում նաև հանցակազմի բացակայության։ Միաժամանակ հայտնում ենք, որ վիրաբույժների կողմից դրամարկղային վճարները թերի են կատարվել այն շրջանում, երբ բժշկական կենտրոնն ուներ սահմանափակ բյուջե, պետության կողմից մատուցված բժշկական ծառայությունների գերակատարումները չէին ֆինանսավորվել։

Ստեղծված իրավիճակից հետո Գյումրու ԲԿ-ում տեղի է ունեցել քննարկում, ձեռնարկվել են հատուկ միջոցառումներ հավանական կոռուպցիոն չարաշահումները բացառելու նպատակով: Տնօրինության կողմից եւս մեկ անգամ եղել է խիստ զգուշացում բոլոր հիվանդների հետ պայմանագրեր կնքելու վերաբերյալ։

Նշենք, որ Գյումրու ԲԿ-ի վճարովի և համավճարային պայմանագրերի ձևանմուշները հասանելի են 24 ժամ և առկա են թե՛ վարչական մասում, որտեղ կնքվում են պայմանագրեր աշխատանքային ժամերին, և թե՛ ընդունարանում։ Ընդունարանում պայմանագրեր կարող են կնքել ոչ աշխատանքային ժամերին։ Պայմանագրերը կնքվում են բուժող բժշկի և հիվանդի կամ հիվանդի հարազատների միջև, և այն վավերացվում է տնօրենի կողմից։ Գյումրու ԲԿ-ում գործում է նաև շուրջօրյա դրամարկղ (կոռուպցիոն ռիկերի սահմանափակման համար), բոլոր հարկերում փակցված են վճարովի ծառայության գնացուցակները, իսկ բոլոր կաբինետների մոտ փակցված են թեժ գծի համարները։ ՀՀ ԱՆ 2013 թվականի թիվ 3274-Ա հրամանի համաձայն՝ պետության կողմից երաշխավորված անվճար բժշկական օգնության սպասարկման շրջանակում բժշկական օգնություն և սպասարկում ստացող քաղաքացիներին տրամադրվում է իրազեկման թերթիկ։

Հավելենք նաև, որ Գյումրու ԲԿ-ին հատկացվող պետպատվերի չափի ավելացմանը ու տնօրինության ձեռնարկած համալիր միջոցառումներին զուգահեռ տարեցտարի ավելացել է թե՛ համավճարից, թե՛ վճարովի ծառայություններից ստացվող գումարի չափը։ Նշենք նաև, որ Գյումրու ԲԿ-ի այդ նույն վիրաբույժների կողմից համավարակի ընթացքում բացառապես անվճար վիրահատություններ են կատարվել սոցիալապես խոցելի խմբերի՝ կորոնավիրուսով վարակված ու անհետաձգելի բուժօգնության կարիք ունեցող հիվանդների շրջանակում, չնայած որ Գյումրու ԲԿ-ն Covid-19-ը բուժող վերապրոֆիլավորված բուժհաստատությունների ցանկում ներգրավված չէր։

Գյումրու ԲԿ-ի դերը տարածաշրջանում եղել է անգնահատալեի Covid-19-ի դեմ պայքարում։ Գյումրու ԲԿ-ում տարեկան բուժում են ստանում մոտ 30 հազար ամբուլատոր, մոտ 10 հազար էլ ստացիոնար հիվանդներ։ Հիվանդներից շատերը, ունենալով հնարավորություն հետազոտվելու ու բուժվելու մայրաքաղաքում, գերադասում են Գյումրու ԲԿ-ն, իսկ սա լավագույն գնահատականն է կենտրոնի աշխատանքի»։
