Մոսկվան ղարաբաղյան հակամարտության կարգավորման բանակցային գործընթացի արագ վերականգնման հույս ունի․ Լավրով

Մոսկվան Լեռնային Ղարաբաղի հակամարտության կարգավորման բանակցային գործընթացի արագ վերականգնման հույս ունի։ Այս մասին «Տրուդ» պարբերականի հետ հարցազրույցում ասել է ՌԴ ԱԳՆ ղեկավար Սերգեյ Լավրովը։

Ի պատասխան հարցին՝ ի՞նչ է կանգնած հայ-ադրբեջանական սահմանին հերթական լարվածության հետեւում եւ որքանո՞վ է մեծ դրա լայնածավալ ռազմական հակամարտության վերաճման հավանականությունը, Լավրովը նշել է, որ ս․թ․ հուլիսի 12-16-ի սահմանային հակամարտությունը մեր միջնորդությամբ պատրաստված 1994 թվականի հրադադարի մասին համաձայնագրի երկրորդ (2016 թվականի ապրիլից հետո) առավել մեծածավալ խախտումն է դարձել։ Ընդ որում՝ վերջին 26 տարում առաջին անգամ բարձր ինտենսիվության ռազմական բախումները՝ դաշտային հրետանու, ականանետների եւ հարվածային անօդաչուների օգտագործմամբ ընթացել են ոչ թե Ղարաբաղի շփման գծում, այլ անմիջաբար Հայաստանի եւ Ադրբեջանի պետական սահմանի հատվածում։

Հակամարտությանն է հանգեցրել պատճառների մի ամբողջ համալիր։ Հիմքում, բնականաբար, ղարաբաղյան հիմնախնդրի չկարգավորվածությունն է։ Գումարած սահմանի երկու կողմում հանրային տարածքի բացառիկ թեժացումը։ Յուրատեսակ ձգան է ծառայել նաեւ աշխարհագրական գործոնը․ հայկական կողմի որոշումը հին սահմանակետը վերականգնելու մասին, որը տեղակայված է 15 կմ հեռավորությամբ ադրբեջանական արտահանման խողովակաշաշերից, առաջացրել է ոմանց մեծ մտահոգությունը, մյուսների չարդարացված պատասխան արձագանքը եւ արդյունքում գործարկել է դիմակայության թափանիվը՝ ամենաանկանխատեսելի հետեւանքներով։

Իրավիճակը կարգավորելու համար հուլիսի 13-ին ՌԴ ԱԳՆ-ն դիմել է կողմերին՝ կոչ անելով անհապաղ դադարեցնել կրակը: Հեռախոսազրույցներ է ունեցել Հայաստանի եւ Ադրբեջանի իր գործընկերների հետ, հանդիպել Ռուսաստանի ադրբեջանցիներին եւ հայերին միավորող կազմակերպությունների ներկայացուցիչների հետ: Երկու սփյուռքները պետք է լիարժեք գիտակցեն իրենց պատասխանատվությունն ու ՌԴ օրենքների պահպանումը եւ բարենպաստ մթնոլորտ ստեղծեն Բաքվի եւ Երեւանի միջեւ հարաբերությունների կարգավորման համար:

ԵԱՀԿ Մինսկի խմբի ռուս համանախագահ Ի. Պոպովը ուղիղ կապի մեջ է երկու երկրների ԱԳՆ ղեկավարների հետ: Ռուսաստանի ակտիվ միջնորդության արդյունքում, թեեւ ոչ առաջին փորձից, հրադադարի ռեժիմ է սահմանվել հուլիսի 16-ից:

Ս.թ. օգոստոսին իրավիճակը քիչ թե շատ կարգավորվել է: Սահմանին եւ շփման գծում պահպանվում է հարբերական անդորրը: Նվազել են փոխադարձ հրապարակային մեղադրանքները: Հուսով ենք՝ բանակցային գործընթացը կվերսկսվի: Այդ ուղղությամբ աշխատում ենք ԵԱՀԿ ՄԽ մեր գործընկերների հետ»,- նշել է նա:
