Ռեյտինգային քաոս. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նախընտրական քարոզարշավի մեկ շաբաթն ամփոփելով պետք է փաստել, որ քարոզարշավի մի շարք առանձնահատկություններից զատ, ակնհայտ է, որ ընտրություններին մասնակցող գրեթե բոլոր քաղաքական ուժերը դժգոհ են ռեյտինգային ընտրակարգից։ Անշուշտ, այստեղ կարելի է նշել, որ այդ դժգոհությունը ժամանակավրեպ է, և այս խնդիրը պետք է քննարկվեր մինչ ընտրական օրենսգրքի հաստատումը, սակայն, ըստ էության, պետք է նշել, որ ռեյտինգային ընտրակարգի շուրջ պատկերացումները մեկ–երկու ամիս առաջ, մեղմ ասած, չափազանց աղոտ էին, քանի որ անգամ Կենտրոնական ընտրական հանձնաժողովը դժվարանում էր հստակորեն ներկայացնել ընտրակարգի բնույթը։

Բնականաբար այս փաստն արդեն իսկ խնդրահարույց դարձավ, քանի որ ռեյտինգային ընտրակարգի շատ թե քիչ հասկանալի մեկնաբանությունից ու ներկայացումից հետո պարզ դարձավ, որ սա շատ ավելի արատավոր ու թերի ընտրակարգ է, քան մաքուր մեծամասնականը։ Գրեթե ակնհայտ է, որ այս ընտրակարգը գլխավորապես բխում է Հանրապետական կուսակցության շահերից, քանի որ վերջիններս կազմելով այսպես ասած ինտելեկտուալների համամասնական ցուցակ, տպավորություն են ստեղծում, թե ինքնամաքրման գործընթացում են, սակայն կուսակցության առավել օդիոզ ներկայացուցիչները պարզապես տեղափոխվել են ռեյտինգային ընտրակարգ և շարունակում են կատարել այն գործառույթը, ինչը մշտապես արել են, այն է` ձայներ են ապահովում Հանրապետականի համար։ Բնականաբար, սրա համար որպես պարգևավճար վերջիններս ստանալու են համապատասխան մանդատ, իսկ ՀՀԿ ինտելեկտուալացման մասին առասպելները հօդս են ցնդելու։

Ի դեպ, պետք է շեշտել, որ չնայած այն փաստին, որ ռեյտինգային ընտրակարգը առավելապես ձեռնտու էր Հանրապետականին, այնուամենայնիվ սա չի նշանակում, թե Հանրապետականում բոլորն են գոհ այս ընտրակարգից, ընդհակառակը, կարելի է ասել, որ հենց Հանրապետականի ներսում է թաքնված ռեյտինգայինից ամենամեծ դժգոհությունը, քանի որ Հանրապետականի շարքերում գտնվող տարբեր անհատներ ուղղակի առևտրային հարաբերությունների մեջ էին կուսակցության հետ՝ այսինքն նրանք բերում էին ձայներ, փոխարենը ստանում պատգամավորական մանդատ կամ պաշտոն, ներկայում սակայն, բացի ձայն բերելուց, վերջիններս պետք է պայքարեն իրենց կուսակից մրցակիցների հետ, ինչը բնականաբար լարված պայքար է խոստանում հենց հանրապետականների միջև, ինչի արդյունքում էլ վերջերս մենք ականատես եղանք մի շարք միջադեպերի, որոնք կատարվել էին հանրապետականը ներկայացնող երկու ռեյտինգային թեկնածուների միջև։

Նկատի ունանալով այս իրողությունները, ինչպես նաև այն բարոյահոգեբանական մթնոլորտը, որն առաջացել է ռեյտինգային ընտրակարգի արդյունքում, թերևս պետք է հուսալ, որ ապագա խորհրդարանի առաջին քայլերից մեկը կլինի արմատապես վերանայել այս ընտրակարգի հետագա գործունեությունը։
