Հայաստանը նոր դեր կստանձնի տարածաշրջանային անվտանգության հարցում

Արդյո՞ք վերջին օրվա սահմանային միջադեպը Ադրբեջանի ներքաղաքական խնդիրների համատեքստում է տեղավորվում։ Եվ արդյո՞ք վերջին օրերին գործընկեր պետությունների հետաքրքրությունը ՀՀ պաշտպանության վերաբերյալ առնչություն ունի միջադեպի հետ։ «Ադրբեջանի ռազմաքաղաքական ղեկավարությունը կրելու է տարածաշրջանային ապակայունացման անկանխատեսելի հետևանքների ողջ պատասխանատվությունը։ Խիստ մտահոգիչ է տարածաշրջանային անկայունությունը հրահրելու Թուրքիայի գործելակերպը, որը լավագույնս արտացոլված է այդ երկրի ԱԳՆ պաշտոնական հայտարարության մեջ, որտեղ անվերապահ աջակցություն են հայտնում Ադրբեջանի գործողություններին»,- այս մասին այսօր կառավարության արտահերթ նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանն, անդրադառնալով հայ-ադրբեջանական սահմանին Ադրբեջանի իրականացրած գործողություններին: Անվիճելի է, որ Ադրբեջանում համավարակով պայմանավորված ձախողումները քողարկելու, միջկլանային ինտրիգները չեզոքացելու, հանրությունը իշխանության շուրջ համախմբելու խնդիրներ կան։ Սակայն, նկատենք՝ միջադեպը տարածաշրջանի անվտանգությանն է առնչվում, ինչպես իրավացիորեն նշում է վարչապետը։ Այս համատեքստում դիտարկելու պարագայում հարկ է առանձնացնել մի քանի բան։ Հունիսի 19-ին ՀՀ վարչապետը հայտարարեց, որ Հայաստանը դառնում է ոչ միայն ղարաբաղյան հակամարտության գոտու, այլև մեր ողջ տարածաշրջանի անվտանգության երաշխավոր։ Այնուհետև հանրային քննարկման առարկա դարձավ Հայաստանում տեղակայված ռուսական ռազմակայանի թեման։ Անցած շաբաթ տեղի ունեցան ՀՀ Պաշտպանության նախարարի հանդիպումները ԱՄՆ-ի, ՉԺՀ-ի դեսպանների հետ, ԳՇ պետի հանդիպումը և ՌԴ դեսպանատան ռազմական կցորդի հետ, «Իմ քայլի» հանդիպումը ՌԴ դեսպանի հետ։ Համադրելով այս դետալները, ինչպես նաև վարչապետի՝ Թուրքիայի արձագանքին վերաբերյալ վերոնշյալ դիտարկումը, կարելի է նկատել, որ մեր տարածաշրջանի անվտանգության և զարգացման հարցում, իրոք, ինչ-որ վերադասավորումներ, վերադիրքավորումներ, վերաիմաստավորումներ են նախապատրաստվում։ Վերջին օրվա սադրանքի միջազգային արձագանքը, հավանաբար, կհնչի առաջիկա օրերին-ժամերին և կպարունակի ակնարկ, թե ինչ է փոփոխվելու մեր տարածաշրջանում։ Լավատեսական կանխատեսմամբ՝ տեսանելի ապագայում կկնքվեն տարածաշրջանին առնչվող միջազգային նոր պայմանագերեր, որոնց ուժով Հայաստանն, իրոք, լուրջ դերակատարում կստանձնի տարածաշրջանային անվտանգության հարցում։ Հետևաբար՝ ենթադրելի է, որ Ադրբեջանն ու Թուրքիան այս հնարավոր զարգացումը կանխատեսելով և հնարավոր վերափոխումների պարագայում անամասն չմնալու հավակնությամբ են սադրանք հրահրում հայ-ադրբեջանական սահմանին։
