Արսեն Թորոսյանը հասավ իր «նպատակին». ի՞նչ գին կվճարի հասարակությունը

Լրացումներ կատարելով արտակարգ դրության իրավական ռեժիմի մասին օրենքում` Կառավարությունը գնաց քայլին, որի մասին տևական ժամանակ խոսվում էր, սակայն որն առ ժամանակ չէր հրապարակայնացվում։ Այսինքն, որ Հայաստանում բոլոր մասնավոր կլինիկաների ԲԿ կառավարումը կտրվի Առողջապահության նախարարությանը. այդպես կլինի նաև հետագա արտակարգ դրությունների ժամանակ։ Նախագծից դուրս Թորոսյանը նաև բացատրեց անհրաժեշտությունը, թե նման իրավիճակներում առաջանում է համակարգի կենտրոնացված կառավարման անհրաժեշտություն, որն ավելի օպերատիվ է և ավելի համահունչ իրավիճակին, քան «խաղաղ» պայմաններում գործող իրավակարգավորումները։

Հասկանալի է, որ Արսեն Թորոսյանը այս քայլով իրականում ոչ թե համավարակի դեմ է պայքարում, քանի որ եթե նա ցանկանում էր կենտրոնացված պայքար մղել, ապա կարող էր դա անել վարակի տարածման սկզբնական փուլում, այլ պարզապես փորձում է իր վերահսկողության տակ վերցնել մասնավոր ԲԿ-ները: Ի՞նչ է անելու Թորոսյանը, կփոխի՞ տնօրեններ՝ փոխարենը բերելով իր ծանոթ-ընկերների անսպառ թվացող շարքից որևէ մեկին՝ որպես կանոն դիլետանտի, հաշվապահության հե՞տ է գործ ունենալու, իսկ գուցե կառավարիչնե՞ր է նշանակելու: Այս դեպքում, իհարկե, մեծ հարց է, իսկ որտեղի՞ց է Թորոսյանը գտնելու հմուտ կառավարիչների, եթե նմանների կարիքն արդեն երկու տարի է` զգացվում է, իսկ բացը այդպես էլ չի լրացվում:

Հասկանալի է նաև, որ նախկիններին պատկանող ԲԿ-ների վրա Թորոսյանը շուտվանից սրած ատամ ունի և երբ պետք է իրագործել իր պլանը, եթե ոչ արտակարգ դրության ընթացքում և դրա քողի տակ: Նախկինում նման առաջարկը միանշանակ մերժվելու էր մասնավոր ԲԿ-ների սեփականատերերի կողմից, իսկ այսօր, արտակարգ դրությամբ պայմանավորված, Թորոսյանի ձեռքերն ազատ են, ինչից էլ վերջինս շտապում է օգտվել: Համավարակի դեմ պայքարին այս քայլը դժվար թե նպաստի՝ հարվածելով առանց այդ էլ թուլացած առողջապահական համակարգին, իսկ ահա Արսեն Թորոսյանի խնդիրները զգալիորեն կնվազեն. այն ԲԿ-ները, որոնք մինչ օրս ընդդիմանում էին նախարարի, մեղմ ասած, անտրամաբանական որոշումներին, այն ԲԿ-ները, որտեղ չստացվեց դասավորել ծանոթ-ընկերներին, կարող են գրչի մեկ հարվածով դադարել լինել խնդրահարույց…
