Ինչպես վերականգնել Սահմանադրության նկատմամբ հարգանքը

Արժեքները մի բան են, որով մարդը գնահատում է՝ ինչն է լավ կամ վատ, բարի-չար, ճիշտ-սխալ և այլն։ Այսինքն՝ երբ երևույթը, գործը, խոսքը համապատասխանում են արժեքներին՝ գնահատվում են դրական-լավ-ճիշտ, երբ չեն համապատասխանում՝ բացասական-վատ-սխալ։ Արժեքներն ի սկզբանե հիմնարար նշանակություն են ունեցել, առաջնորդել ժողովուրդներին։ Հետևաբար՝ արժեքները ոչ միայն գնահատման բանաձևեր են, այլև հիմնարար սյուներ, որոնց վրա կանգնած է աշխարհը։ Պետության-ազգի արժեքները օրենքի ոգին են, որոնք բազմաթիվ երկրներում թափանցիկ կերպով ամրագրված են սահմանադրության մեջ։ Սա է պատճառը, որ Սահմանադրության նկատմամբ առանձնակի հարգանք է ներշնչվում և պաշտպանվում նորմալ երկրներում։ Մեր սահմանադրության նկատմամբ համաժողովրդական հարգանքը բացակայում է, ցավոք։ Այդ վերաբերմունքի արմատները գալիս են 1995-ից, երբ համատարած կեղծվեցին ընտրությունները։ 2005-ի և 2015-ի սահմանադրությունները նույնպես կասկածի տակ են առնվել հասարակության մի մասի կողմից։ Կասկածելի ընտրություններով ընդունվածը հարգանք չի վայելում հասարակության կողմից։ Մարդկանց մեծ մասը դիտարկում են միայն կեղծիքի դրդապատճառը՝ այսինչ մարդու հագով կարված լինելը, այսինչ թիմի իշխանությունն ամրապնդելը, և նման մակերեսային թեմաներ։ Մարդիկ նույնիսկ չեն խորանում, թե ինչ արժեքային հիմնասյուների վրա է կառուցված տեքստը։ Կասկածն ու անհարգալից վերաբերմունքը տարածվում են նաև արժեքների նկատմամբ։ Այսպիսիով՝ Սահմանադրությունը ոչ թե բարոյական-արժեքային նորմեր է սահմանում, այլ հակառակ էֆեկտն է ունենում։ Հասարակությունը ոչ թե միավորվում է արժեքի-օրենքի շուրջ և դրանցով առաջնորդվում, այլ պառակտվում, կորցնում արժեքային-բարոյական ուղենիշերը, հավատազրկվում, այլասերվում, տուրք տալիս պատեհապաշտությանը, դառնում իռացիոնալ տեսությունների և օտար շահերի կերակուր։ Երեկ Սահմանադրության օրն էր։ Այն անցավ աննկատ, ինչպես նախորդ տարիներին։ Ինչպե՞ս վերականգնել սահմանադրության դերն ու նշանակությունը։ Ինչպե՞ս Հուլիսի 5-ը դարձնել իրական տոն։ Խնդիրը լուծելի է։ Օրինակ՝ «Մարդը բարձրագույն արժեք է» դրույթը, ազատության, հավասարության, եղբայրության, անկախության մասին արժեքային դրույթները պիտի ներառվեն դպրոցական ծրագրում։ Դպրոցն ավարտողը, առարկայական քննություններից զատ, պետք է հանձնի հասունության թեստ, որի հարցերը պետք է առնչվեն ազգային-հանրային-քաղաքակրթական արժեքներին։ Արժեքների մասին պետք է բաց գրել սահմանադրության առաջին հոդվածներում, իսկ սահմանդրությունն ընդունել համաժողովրդական կոնսենսուսով։ Եվ ամենակարևորը՝ պետք է ընդգծել, որ սահմանադրությունը միայն օրենքի տառը չի, այլև ոգին, մեր Աստծո-Օրենքի տաճարը, որի հաստատուն հիմնասյուների վրա է կառուցված մեր աշխարհը։ Այս դեպքում, թերևս, վերաբերմունքը կփոխվի՝ ոչ ոք չի փորձի կամայական վերաձևել տեքստն ու կեղծել սահմանադրական հանրաքվեները, և Հուլիսի 5-ը կդառնա ժողովրդական տոն։
