ԵՏՄ շրջանակում Հայաստանը մեկ տարով ավելի քան 600 ապրանքի ներմուծման մաքսատուրքի արտոնություն է ստացել

Պետական եկամուտների կոմիտեն տեղեկացնում է, որ Եվրասիական տնտեսական միության շրջանակում Հայաստանը մեկ տարով մաքսատուրքի արտոնություն է ստացել: Հիշեցնենք, որ մինչեւ 2019թ․ դեկտեմբերի 31-ը ներառյալ ՀՀ-ում կիրառվում էին ԵԱՏՄ միասնական մաքսային սակագների դրույքաչափերից տարբերվող, հիմնականում առավել ցածր դրույքաչափեր Եվրասիական տնտեսական հանձնաժողովի խորհրդի 2014 թվականի դեկտեմբերի 10-ի թիվ 113 որոշմամբ սահմանված ապրանքների համար։ ԵԱՏՄ շրջանակում կայացած բանակցությունների արդյունքում հաջողվել է, ըստ էության, երկարաձգել Հայաստանին տրվող արտոնությունների ժամկետը` սակայն, վերանայելով ապրանքների ցանկը: Այսպիսով` ԵՏՀ կոլեգիայի 2020թ. ապրիլի 28-ի թիվ 62 որոշմամբ սահմանվել են այն ապրանքների ցանկը (ավելի քան 600 անուն ապրանք) եւ դրույքաչափերը, որոնց ներմուծման ժամանակ Հայաստանում կիրառվելու են ԵԱՏՄ միասնական մաքսային սակագների դրույքաչափերից տարբերվող` ցածր, դրույքաչափեր:

Որոշումն ուժի մեջ է մտել հունիսի 12-ից, սակայն ունի հետադարձ ուժ:

Հարկ է նշել, որ 2020թ. հունվարի 1-ից հունիսի 11-ն ընկած ժամանակահատվածում այդ ապրանքները ներմուծելիս տնտեսվարողները մաքսատուրքերը վճարել են հայտարարագիրը գրանցելու օրվա դրությամբ գործող` բարձր, դրույքաչափերով։ Հաշվի առնելով, որ թիվ 62 որոշումը տարածվում է նաեւ 2020թ. հունվարի 1-ից ծագած իրավահարաբերությունների վրա՝ ՀՀ կառավարությունը նախաձեռնել է տնտեսվարողների համար կարեւոր` վճարված մաքսատուրքերի տարբերության վերադարձման գործընթաց:

Այսպիսով` այն անձինք, ովքեր 2020թ. հունվարի 1-ից մինչեւ հունիս 11-ը ներմուծել են թիվ 62 որոշման ցանկում ընդգրկված ապրանքները, եւ դրանց համար կիրառվել են մաքսատուրքի բարձր դրույքաչափեր, կկարողանան հետ ստանալ օրենքով սահմանված կարգով ավելի վճարված գումարները: Վճարումը կատարողը կամ նրա իրավահաջորդը պետք է դիմում ներկայացնի ՀՀ պետական եկամուտների կոմիտե, որի հիման վրա մաքսային մարմինը կուսումնասիրի ապրանքների մաքսային ձեւակերպումները եւ կկազմակերպի վերադարձման գործընթացը:
