Ոչ պարտադրված լոքդաունը սև խոռոչ է, որից, իրոք, ելք չկա

«Մեզ անհրաժեշտ է գիտակցված լոքդաուն՝ պարտադրվածի փոխարեն»,- ֆեյսբուքյան գրառմամբ գուժել է նախարարը: «Բոլորս պետք է սահմանափակենք մեր ոչ կենսական շփումները, շարժումները, այցերը, միջոցառումները, հանդիպումները։ Պետք է մնանք տանը, ինչքան հնարավոր է շատ»,- կոչ է արել նա: Լոքդաունը կառավարության կողմից կիրառվող իրավական ռեժիմ է, որի ժամանակ քաղաքացիները պարտավոր են մնալ տանը։ Այստեղ «պարտավորը» բանալի բառ է։ Ուստի՝ լոքդաունը, տեսականորեն, չի կարող լինել «ոչ պարտադրված»։ Լոքդաունի ժամանակ կառավարությունը պարտավորվում է փոխատուցել տանը մնացողների սոցիալական պահանջների մի մասը, կանխելու համար սոցիալական ճգնաժամը։ Այս առումով՝ ՀՀ կառավարությունը մոտ 2 տասնյակ կենսական անհրաժեշտության սոցիալական ծրագրեր է հաստատել նրանց համար, որոնք լոքդաունի հետևանքով մասամբ կամ լրիվ կորցրել են եկամուտների աղբյուրները, տուժել են։ Նկատենք, որ նախարարի կոչին տրամաբանորեն հակառակ դիրքում է վարչապետը։ Նա անցած շաբաթ ավետեց, որ ապրիլյան լոքդաունի ժամանակ փակված 71 հազար աշխատատեղերից 50 հազարը վերականգնվել է մայիսին, և դա նկատի ունենալով, հավելեց, որ առաջիկայում լոքդաունի չեն կարող վերադառնալ, քանի որ տնտեսական և սոցիալական լուրջ խնդիրների կբախվենք։ Եվ եթե հասարակությունն անսա նախարարի վերոնշյալ կոչին, ապա տնտեսության բազմաթիվ «ոչ կենսական» ոլորտներում կփակվեն «ոչ կենսական» հազարավոր աշխատատեղեր։ Արդյո՞ք նախարարը բացահայտ առճակատման է գնում վարչապետի հետ։ Եթե՝ այո, ապա գործ ունենք կառավարման ճգնաժամի հետ։ Իսկ եթե նախարարի կոչը համաձայնեցված է վարչապետի հետ, ապա Կառավարությունը շարունակում է ժողովրդի մեջ փնտրել իրավիճակի մեղավորներին։ Այս դեպքում, ենթադրելի է, որ առաջիկայում պարետի որոշմամբ կսահմանվեն, թե որոնք են կենսական շփումները, որոնք՝ ոչ կենսական, այնուհետև կհանդիմանվեն, ինչպես նաև՝ ասֆալտին կփռվեն ու կտուգանվեն նրանք, որոնք ոչ կենսական շփումներ կունենան։ Զուգահեռաբար՝ Կառավարությունը պարտավոր կլինի հավելյալ սոցիալական ծրագրեր գործարկել «ոչ պարտադրված լոքդաունից» տուժողի համար։ Նախարարի գրառումը առարկայական համապատկերում գնահատելու համար կարելի է հիշել վարչապետի կանխատեսումը, թե կորոնավիրուսը Հայաստանում մնալու է 1-1,5 տարի, նախարարի կանխատեսումը, թե կորոնավիրուսը Հայաստանում մնալու է 5 տարի և ԱՀԿ կանխատեսումը, թե Հայաստանում մի քանի հարյուր հազար հոգի վարակվելու են։ Այս կանխատեսումները համադրելով, ակնհայտ է, որ նախարարի վերոնշյալ գրառման վերջին տողում «այս իրավիճակից ելքը» չի վերաբերվում համավարակի մոտալուտ հաղթահարմանը։ Սա նշանակում է, որ, ուզենք-չուզենք, պետք է ապրենք այս իրավիճակում։ Պատկերավոր ասած՝ «ոչ պարտադրված լոքդաունը», դիմակն ու սոցիալական հեռավորությունը կազմում են սև խոռոչ, որից, իրոք, «ելք չկա»։
