«Հրապարակ» թերթը գրում է.

Իշխանական իրավաբան պատգամավորներն ու արդարադատության նախարար Ռուստամ Բադասյանը հանգստյան օրերին քննարկումների մեջ են եղել։ «ՍԴ-ի մասին» օրենքում փոփոխությունների նախագիծ են մշակել, որ սահմանադրական փոփոխությունները կյանքի կոչելու խոչընդոտները վերացնեն։ Իշխանական թիմում խիստ վրդովված են, կարծում են, որ այս իրավական անգրագիտության եւ իրենց խայտառակվելու թիվ 1 պատասխանատուն Ռուստամ Բադասյանն է, եւ Փաշինյանը նրան պետք է օր առաջ ազատի։ Բադասյանը փորձում է մեղմել թիմի զայրույթը եւ որոշել է գերակատարել «պլանն» ու ուղիներ գտնել, որ այլ օրենքներում փոփոխություններով դադարեցվեն նաեւ արձակուրդում գտնվող ՍԴ նախագահ Հրայր Թովմասյանի լիազորությունները։ «Սահմանադրական դատարանի մասին» օրենքի համաձայն, ՍԴ դատավորներն ունեն ամենամյա հերթական վճարովի արձակուրդի իրավունք՝ 30 աշխատանքային օր, այսինքն՝ շուրջ 1 ամիս Թովմասյանն արձակուրդում է լինելու, հետեւաբար՝ ՍԴ նախագահ, սակայն այդ ընթացքում նա չի մասնակցելու ՍԴ նիստերին, նրա լիազորությունները կարող են դադարեցվել նրա՝ արձակուրդից վերադառնալու օրը միայն։ Սակայն պարզվում է՝ մի նյուանս էլ կա․ ՍԴ օրենքի համաձայն, ՍԴ-ում քվորումի բացակայության պարագայում նախագահի ԺՊ-ն կարող է հետ կանչել արձակուրդում գտնվող դատավորներին, որոնք կմասնակցեն նիստերին եւ որոշումների կայացմանը։
