Ընդդիմության գինը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս լրատվամիջոցներում և սոցցանցերում շրջանառվում էր տեսանյութ, որտեղ հայաստանյան գյուղերից մեկի բնակիչները նշում էին, թե առանց ընտրակաշառքի չեն քվեարկելու և ձայն կտան այն թեկնածուին, ով կաշառք կտա։ Այս տեսանյութը տարբեր արձագանքներ առաջ բերեց՝ քաղաքացիների հանդեպ մեղադրանքներից մինչև էմոցիոնալ շեշտադրումներ, թե իշխանություններն են ժողովրդին այդպիսին սարքել և այլն։
Այս ֆոնին չեն դադարում նաև խոսակցությունները տարբեր տեղերում ընտրակաշառքների և նմանատիպ երևույթների մասին։ Իհարկե, ոչ իշխանական ուժերը շարունակում են հանդես գալ ընտրակաշառք չվերցնելու կոչերով, սակայն համոզվածաբար կարելի է նշել, որ այդ կոչերն ու հորդորները որևէ արդյունք չեն ունենալու։ Միևնույն, ժամանակ պետք է նշել, որ անշուշտ ընտրակաշառքը բացասական և շատ տհաճ երևույթ է սակայն միևնույն պահին ընտրակաշառք վերցնելը որոշակիորեն քաղաքացու դիրքորոշման արտահայտությունն է։
Մասնավորապես, ընդդիմությունը տարիներ շարունակ փորձում է հորդորել քաղաքացիներին չվերցնել այդ կաշառքը կամ վերցնել և քվեարկել այլ կերպ, սակայն պետք է նշել, որ ընտրակաշառք երևույթի արմատներն ավելի խորն են, ըստ էության ընտրակաշառքով քվեարկելով, քաղաքացին փաստացի գնահատական է տալիս ընդդիմության գործունեությանը կամ, այլ կերպ ասած, ընդդիմությանը կամ նրա գործունեությունը գնահատում է ավելի ցածր, քան ընտրակաշառքի չափն է։ Այս մոտեցումը գուցե և բավական կոշտ է հնչում, սակայն փաստացի հենց այսպես է ստացվում իրերի դասավորվածությունը, քանի որ եթե քաղաքացին գերադասում է վերցնել 5 կամ 10 հազար դրամ ընտրակաշառք և քվեարկել իշխանությանը, ապա դա նշանակում է, որ ընդդիմությունը, որը կարող էր ունենալ այդ ձայնը առանց ընտրակաշառքի, այսպես ասած, չի վաստակել այդ ձայնը։
Սա բավական ցավոտ թեմա է, որին ըստ էության պետք է ուշադրություն դարձնեն մեր քաղաքական կուսակցությունները, քանի որ մեծ հաշվով իշխանության տված ընտրակաշառքը բովանդակությամբ համահավասար է ընդդիմության պոպուլիզմին, իսկ գործնական առումով շատ ավելի արդյունավետ միջոց է, քանի որ պոպուլիստական հռետորաբանությունից հասարակությունը արագորեն հիասթափվում է, իսկ զուտ առձեռն փողից նման հիասթափությունը անհնար է։
Ուստի այստեղ ամենամեծ հետևությունը պետք է անեն հենց ընդդիմադիր կամ ոչ իշխանական ուժերը, որոնք ընտրակաշառք չվերցնելու կոչերից զատ իրենց ամբողջ գործունեությամբ կարող են ստանալ ձայներ առանց ընտրակաշառքի կամ այլ կերպ ասած ընդդիմությունը պետք է «կաշառի» քաղաքացիներին միայն իր գործով և ոչ թե տարատեսակ կոչերով ու հորդորներով։
