Բյուջեի եկամուտների աղետալի անկում՝ մայիսին

Պետական եկամուտների կոմիտեի հրապարակումից տեղեկանում ենք, որ այս տարվա մայիս ամսին հարկային եկամուտներից և պետական տուրքից պետական բյուջե է մուտք գործել հազիվ 83 մլրդ դրամին հասնող գումար։ Պատկերացնելու համար, թե սա եկամուտների ի՞նչ աղետալի անկում է բերենք մի քանի այլ ցուցանիշներ։

1․ Հարկային եկամուտները սովորաբար ամենացածրն են լինում փետրվար ամսին, երբ վճարվում են տնտեսապես ամենապասիվ ամսվա՝ հունվարի հարկերը։ Այս տարվա փետրվարին դրանք կազմել են մոտ 90 մլրդ դրամ՝ մայիսի 83 մլրդ դրամի համեմատ։

2․ Անցյալ տարվա մայիսի 104 մլրդ դրամ հարկային մուտքերի համեմատ այս տարվա մայիսին դրանք նվազել են 21 մլրդ դրամով։

3․ Ավելի խայտառակ է պատկերը նախորդող ամսվա՝ ապրիլի համեմատ։ Ապրիլին պետական բյուջեի հարկային մուտքերը կազմել էին 151 մլրդ դրամ՝ կամ 68 մլրդ դրամով ավելի, քան մայիսին։ Նշենք, որ ապրիլին կատարվում են որոշ եռամսյակային հարկային վճարումներ, և այդ ամսին հարկային մուտքերը սովորաբար բարձր են լինում, բայց ոչ նման ահռելի տարբերությամբ։

Այս տարվա հարկային եկամուտները ներկայացնելիս մշտապես բախվելու ենք նույն անոմալիային՝ ընդհանուր վերցրած եկամուտները ավելի մեծ են, քան առանձին-առանձին վերցրած հարկերային մուտքերը։ Դրա մասին բազմիցս առիթ ենք ունեցել խոսելու՝ անցյալ տարի բյուջեի եկամուտների մեջ էր ներառվում բյուջե չմտած, իրականում գոյություն չունեցած և որպես հարկային գերավճար ձևակերպված 136 մլրդ դրամը։ Դա հնարավորություն էր տալիս Նիկոլ Փաշինյանին հայտարարելու 1 մլրդ դոլար երկու տարվա ընթացքում բյուջեի եկամուտներն ավելացնելու մասին իրականությանը չհամապատասխանող ցուցանիշը՝ այսինքն սուտը։

Չափազանց ուշագրավ են բյուջեի «այլ եկամուտներ» տողում այս տարվա հունվար-մայիսին մուտքագրված գումարները։ Տեղեկացնենք, որ հենց այս տողում պետք է երևան այն գումարները, որը Նիկոլ Փաշինյանը խոստանում էր վերադարձնել կոռուպցիայից։ Նշենք նաև, որ այս տողում են արտացոլվում նաև ճանապարհային հարկը, հանային ծառայությունների կարգավորման պարտադիր վճարները, միասնական մաքսային վճարը, տույժ-տուգանքները և այլն։ Այսպիսով, այս տողում 2020 թ․-ի հունվար-մայիսին մուտքագրվել է 9,8 մլրդ դրամ, այն դեպքում, երբ անցյալ տարի այդ ցուցանիշը կազմել էր մոտ ․․․ 32 մլրդ դրամ։ Ի՞նչ է սա նշանակում։
