Արցախի ԱԺ «Արդարություն» խմբակցությունը բյուջեի կատարողականի վերաբերյալ իր դիշքորաոշումը դեռ կհայտնի

Կարեն Հովհաննիսյանը իր ֆեյսբուքյան էջում գրում է.

2020թ. Հունիսի 10-ին ԱՀ 7րդ գումարման ազգային ժողովի արտահերթ նիստում կառավարությունը ԱԺ-ին էր ներկայացնում 2019թ-ի բյուջեի կատարողականը: Պետնախարար Գ. Մարտիրոսյանի կողմից հակիրճ ներկայացվեց բյուջեի կատարողականը, որին հպանցիկ ուղղված ուշադրությունը նույնիսկ առաջացրեց մի շարք հարցեր:

Մասնավորապես ստեղծվեց այնպիսի տպավորություն, որ ,, դե տվյալներ են թվային արագ ներկայացնենք գնանք.., բայց իմ մոտ բնականաբար առաջացել են հարցեր, որոնք վերաբերվում են տնտեսության այն ոլորտներին որոնք հետընթաց են արձանագրել, որոնց ըմբռնման և հետագա գնահատականի համար անհրաժեշտ է խորապես ուսումնասիրել բյուջի կատարողականը՝ պարզաբանելու թե հարկատուի հաշվին իրականացրած ծախսերի պարագայում ինչ օբյեկտիվ և սուբյեկտիվ պատճառներն են հիմք հանդիսացել տվյալ ոլորտների հետընթացի համար, ինչը անուղղակի պիտի անրադառնար քաղաքացու կենսամակարդակի բարձրացմանը:
Պարոն Գ. Մարտիրոսյանին հարց ուղղեցի հասկանալու համար, թե 2019 տարում տնտեսական աճ արձանագրելուն զուգահեռ կան արդյոք տնտեսության ոլորտներ որոնք հետընթաց են արձանագրել, կատարվել է արդյոք տվյալ ոլորտների աշխատանքների վերլուծություն, նշված աշխատանքներում ընդգրկվել են արդյոք դրսից մասնագետներ:
Ցավոք պատասխանը ավելի քան զարմանալի էր, երբ ոլորտի պատասխանատուն հայտնում է, որ անտեղյակ է հարցիս վերաբերվող թեմայի մանրամասներին։
2019թ-ի բյուջեի կատարողականի հաշվետվությունը ԱՀ ԱԺ-ում դեռևս շարունակվում է։ «Արդարություն» խմբակցությունը մասնակցելու է բյուջեի քննարկմանը բոլոր հանձնաժողովներում և ընդհանուր պատկերը ստանալուց հետո համապատասախան դիրքորոշում է հայտնելու բյուջեի կատարողականի վերաբերյալ։
