Հայաստանում Պարետատուն, Առողջապահության նախարարություն գոյություն չունեն, այդ ամենը մեկ անձ է ղեկավարում և պատասխանատուն էլ մեկ անձ է. Երվանդ Վարոսյան

Հայաստանում կառավարման ճգնաժամ է, քանի որ մարդիկ, ովքեր պետք է զբաղվեն պետական կառավարմամբ, դրա մասին պատկերացում չունեն, այս մասին Tert.am-ի հետ զրույցում ասաց փաստաբան Երվանդ Վարոսյանը:

Ըստ նրա, եթե երկրի ղեկավարությունը ցանկացած հարց կարգավորելու համար դիտարկում է միայն Ոստիկանությանը, ԱԱԾ-ին և ծեծ ու ջարդին, ապա դա նշանակում է, որ երկրում պետական կառավարում, որպես այդպիսին, գոյություն չունի:

Անդրադառնալով երեկ «Մեյմանդար» շուկայի աշխատակիցների դժգոհություններին, որ շուկայի փակման դեպքում իրենց ապրանքը փչանալու է, նախապես պետք է տեղեկացնեին իրենց, Երվանդ Վարոսյանն ասաց, որ գյուղացիների դժգոհությունն իրավացի և հասկանալի էր մի քանի պատճառներով:

«Այո´, մի քանի օր առաջ նրանք պետք է զգուշացված լինեին, որ հնարավորություն ունենային գտնել այլընտրանք: Բացի այդ, պետությունը պետք է ժամանակավոր այլընտրանք առաջարկեր. դրա համար կան մարզպետարաններ, նախարարություններ և այլն»,- ասաց նա:

Ըստ Երվանդ Վարոսյանի՝ պետք էր նաև այդ մարդկանց մեկ օրվա համար փոխհատուցում առաջարկել, որովհետև բոլորը տուն են պահում և բոլորը վարկեր ունեն մուծելու, իսկ հիմա բերքահավաքի սեզոն է, այդ հանգամանքը հասկանալ է պետք:

«Սակայն այս ամենին իշխանությունն արձագանքում է՝ ասֆալտին փռել, բերման ենթարկել և ձերբակալել: Կրկնում եմ կատարելապես պետական կառավարումից հեռու անձինք են զբաղվում պետության ղեկավարմամբ: Երբ անձը միայն գիտի մահակ և պատկերացնում է, որ իր ձեռքին միայն մահակ կա, այդ անձը դատապարտված է անհաջողության»,- ընդգծեց նա:

Փաստաբանը, անդրադառնալով վարչապետի հայտարարությանը, որ Ազգային անվտանգության ծառայության տնօրենին հանձնարարել է զբաղվել Շենգավիթ վարչական շրջանում երեխաների հավաքը կազմակերպողներով, փաստաբանը նշեց. «Ես հումորով եմ վերաբերվում: Ազգային Անվտանգությունն ուր, երեխաներին բակում հավաքելն ուր: Միգուցե վարչապետը Ազգային անվտանգության գործառույթներից պատկերացում չունի, դա մի այլ խնդիր է, սա ժպիտ է առաջացնում»:

Երվանդ Վարոսյանի կարծիքով՝ ճիշտ չէ նաև վարակի տարածման ամբողջ պատասխանատվությունը միայն ժողովրդի մեջ փնտրել:

«Անթույլատրելի է սեփական ժողովրդին ներկայացնել անկարգապահ ազգ, որն իրեն բերեց հասցրեց այս օրվան: Հայերը լավ էլ կարգապահ ժողովուրդ են, եթե լինեն նորմալ օրենքներ և նորմալ կառավարում: Թող ոչ մեկ իր պատասխանատվությունը չբարդի ժողովրդի վրա: Իշխանության գնահատականը այսօրվա թվերն են, և´ Հայաստանի ողբալի վիճակը, և´ դրանից ավել գնահատական այս Կառավարության համար չկա: Հայաստանում բոլորը գիտեն, որ Պարետատուն, Առողջապահության նախարարություն գոյություն չունեն, այդ ամենը մեկ անձ է ղեկավարում և պատասխանատուն էլ մեկ անձ է»,- ընդգծեց նա:
