Վարչական վարույթ է հարուցել մի շարք տնտեսվարողների գործունեության վերաբերյալ․ ՏՄՊՊՀ

ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը նարնջի, մանդարինի, կիվիի, կիտրոնի և կոճապղպեղի շրջանառության ոլորտներում իրականացրած ուսումնասիրության արդյունքում վարչական վարույթ է հարուցել մի շարք ներմուծողների, առևտրային ցանցերի և միջնորդ տնտեսվարող սուբյեկտների գործունեության հետ կապված գերիշխող դիրքի հնարավոր չարաշահումների և/կամ հնարավոր հակամրցակցային համաձայնությունների վերաբերյալ: Հարկ է նշել, որ վարույթի ընթացքում վերոնշյալ տնտեսվարողների ցանկը կարող է ընդլայնվել: Այս մասին հայտնեցին ՀՀ տնտեսական մրցակցության պետական հանձնաժողովից։

«Ուսումնասիրությունն իրականացվել է՝ հաշվի առնելով 2020 թվականի փետրվարի 1-ից մինչև ապրիլի 7-ն ընկած ժամանակահատվածում կատարված մշտադիտարկումների արդյունքում արձանագրված գնային փոփոխությունները, ինչպես նաև հիմք ընդունելով ՀՀ կառավարության 2020 թվականի մարտի 16-ի Հայաստանի Հանրապետությունում արտակարգ դրություն հայտարարելու մասին թիվ 298-Ն որոշումը:

Ուսումնասիրության շրջանակում հանձնաժողովը տեղեկատվություն էր պահանջել ներմուծողներից, առևտրային ցանցերից, միջնորդ տնտեսվարող սուբյեկտներից:
Ուսումնասիրության արդյունքում պարզ է դարձել, որ ապրանքների մանրածախ և մեծածախ իրացման ոլորտներում մի շարք տնտեսվարող սուբյեկտների կողմից վարվող գնային քաղաքականությունը, ինչպես նաև ապրանքային շուկայում ապրանքների շրջանառության ընդհանուր պայմանների վրա ազդեցությունը կարող է պարունակել «Տնտեսական մրցակցության պաշտպանության մասին» օրենքի հնարավոր խախտումների հատկանիշներ:

Մասնավորապես՝ բացահայտվել են Տնտեսական մրցակցության պաշտպանության մասին օրենքի հնարավոր խախտման հետևյալ դրսևորումները․

առևտրային ցանցերի կողմից ապրանքների իրացման գներն ամբողջ հաշվետու ժամանակաշրջանի ընթացքում պարբերաբար փոփոխվել են, ինչը որոշ դեպքերում համարժեք չի եղել վերջիններիս կողմից դրանց ձեռքբերման գների տատանումներին,
միջնորդներն առևտրային ցանցերին ապրանքները մատակարարել են զգալի տատանվող գներով, չնայած այն հանգամանքին, որ իրենց կողմից ձեռքբերվող ապրանքների գներն էականորեն չեն փոխվել (որոշ դեպքերում առհասարակ չեն ենթարկվել փոփոխության),
ներմուծողների կողմից առևտրային ցանցերին ապրանքների իրացման գները պարբերաբար տատանվել են, ինչը համարժեք չի եղել վերջիններիս կողմից ապրանքների ձեռքբերման գների տատանումներին,
միջնորդները և ներմուծում իրականացնող որոշ տնտեսվարող սուբյեկտներ ապրանքներից որոշների գծով նույն ամսաթվին տարբեր առևտրային ցանցերի մատակարարումներն իրականացրել են տարբեր գներով։
Վերոնշյալ գնային քաղաքականությունների արդյունքում հաշվետու ժամանակաշրջանի ընթացքում նկատվել են առևտրային ցանցերի կողմից ապրանքների իրացման գների զգալի բարձրացումներ: Մասնավորապես՝ նարնջի գինը միջինում 534 դրամից դարձել է միջինում 828 դրամ, մանդարինի գինը՝ միջինում 659 դրամից միջինում 986 դրամ, կիվիի գինը՝ միջինում 667 դրամից միջինում 1 652 դրամ, կիտրոնի գինը՝ միջինում 826 դրամից միջինում 1 619 դրամ և կոճապղպեղի գինը՝ միջինում 2 709 դրամից միջինում 14 476 դրամ»,- ասված է հաղորդագրության մեջ:
