Նիկոլ Փաշինյանը ԼՂ հիմնախնդրի կարգավորման գործընթացում չի ստանձնում պատասխանատվություն. Կարեն Բեքարյան (տեսանյութ)

Մենք պետք է կարողանանք միասին հասկանալ և պատկերացնել, որ գերական պետական և ազգային շահն է: Այս մասին «Տողերի արանքում» հաղորդաշարի հերթական թողարկմանը նշել է վերլուծաբան Կարեն Բեքարյանը՝ ադրադառնալով ղարաբաղյան հիմնախնդրի կարգավորման վերաբերյալ Լավրովի հայտարարությանը Նիկոլ Փաշինյանի կողմից ԱՄՆ պետդեպի ներկայացուցչի արձագանքը հղում անելուն:

«Որքանո՞վ է սա նպատակահարմար, որքանո՞վ են հաշվարկվել ռիսկերը, և սա ի՞նչ է տալու ոչ թե վարչապետին անձամբ, այլ երկրին՝ իր պետական և ազգային շահերի և դրանց հետևողականորեն առաջ մղման տեսանկյունից», - հարցադրումներ է արել վերլուծաբանը՝ հիշեցնելով, որ անկախությունից ի վեր ՀՀ-ն իր արտաքին քաղաքականությունը կառուցել է ուժային կենտրոնների շահերի համադրման և ոչ հակադրման սկզբունքով:

«Սա այն ֆենոմենալ մոտեցումն է եղել, որի արդյունքում տարբերվել է Հայաստանը նոմինալ իրավիճակով նման մի շարք երկրներից, ինչպես, օրինակ՝ Վրաստանից, Ուկրաինայից, Մոլդովայից: Հայաստանը երբեևէ չի դիմել այնպիսի գործիքի, ինչպիսին մեզ վերաբերող հարցերում, մեր գերակայությունների շրջանակում շահերի հակադրումն է», - ընդգծել է նա:

Կարեն Բեքարյանն ուշադրություն է հրավիրել ղարաբաղյան հիմնախնդրի կարգավորման գործընթացի մի բավականին հետաքրքիր էլեմենտի վրա, որի մասին վարչապետ Նիկոլ Փաշինյանը խոսել է ասուլիսի ընթացքում. «Բանակցային գործընթացում կա սկզբունք՝ համաձայնեցված չէ ոչինչ, քանի դեռ համաձայնեցված չէ ամեն ինչ»:

«Եթե այս սկզբունքը շատ ընկալելի է վարչապետի համար, այդ դեպքում ինչո՞վ էին պայմանավորված վերջին երկու տարվա ընթացքում արված այն բոլոր հայտարարությունները՝ տեսեք, թե ինչի շուրջ են բանակցել նախկինները: Չէ՞ որ փաստ է, որ չի հասել իրավիճակը նրան, որ համաձայնեցված է ամեն ինչ, քանի որ չկա կարգավորման ստորագրված փաստաթուղթ», - նշել է նա:

Կարեն Բեքարյանի կարծիքով՝ Նիկոլ Փաշինյանն ասուլիսի ժամանակ բավականին հստակորեն արտահայտվեց, որ իրենք իշխանությունը ստանձնելու պահին բանակցային գործընթացում եղած իրավիճակը չեն ընդունել, և նոր փաստաթուղթ չի առաջացել:

«Սա նշանակում է, որ առկա փաթեթը՝ «մադրիդյան սկզբունքներ» կամ նրա մոդիֆիկացված որևէ տարբերակ պաշտոնապես մերժվե՞լ է ՀՀ կողմից: Եթե այո, արդյոք բոլոր ռիսկերը հաշվարկվա՞ծ են և արդյոք հենց սա՞ են ընկալել դիմացի կողմերը»- նշել է նա, - եթե այո, զարմանալի է, թե ինչու Միսնկի խմբի համանախագահների կողմից չի սկսվել աշխատանք նոր առաջարկի ձևավորման շուրջ: Իսկ եթե ոչ, ինչո՞ւ է տարբերվում սեփական հանրությանը և բանակցային գործընթացի մյուս դերակատարների ներկայացվող տեսակետը»:

Կարեն Բեքարյանն ուշադրություն է հրավիրել նաև այն հանգամանքի վրա, որ վարչապետը ղարաբաղյան հիմնախնդրի կարգավորման ինչ-որ տարբերակի կողմ լինելու պատասխանատվություն այլևս չի ստանձնում, այլ խոսում է տարբերակի մասին, որին միգուցե չարժե ասել «ոչ»:

«Առաջին հայացքից թվում, թե բառերի տարբերության մասին ենք խոսում, բայց իրականում խոսում ենք պատասխանատու կամ ոչ պատասխանատու գործելաոճի մասին, երբ ունես իշխանություն, բայց չես ստանձնում պատասխանատվություն», - նշել է նա:
