Արտակարգ դրության այս մեկ ամիսն իշխանությանը պետք է ոչ թե կորոնավիրուսի դեմ պայքարի, այլ ՍԴ-ն զավթելու ծրագիրը կյանքի կոչելու համար. Անդրանիկ Թևանյան

«Պոլիտէկոնոմիա» հետազոտական ինստիտուտի տնօրեն Անդրանիկ Թևանյանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ անդրադառնալով արտակարգ դրությունը երկարաձգելու կառավարության որոշմանը: Գրառման մեջ ասվում է.

«Երբ հայտարարվում էր, որ կորոնավիրուսային ճգնաժամը նաև հնարավորություն է, չէին բացվում փակագծերը և չէր ասվում, որ «հնարավորություն» ասելով նկատի ունեն իշխող ուժի և դրա ղեկավարի մասնավոր շահերի սպասարկումը։

Արտակարգ դրության պայմաններում հակահամաճարակային քաղաքականությունը գրեթե տապալվել է։ Վրաստանի և Ադրբեջանի համեմատ մենք խայտառակ ցուցանիշներ ունենք։

Եթե վարակվածների աճի հիմիկվա տեմպը պահպանվի, ապա հունիսի 15–ից հետո մեր առողջապահական համակարգը ձեռքերը վեր է բարձրացելու և ամեն մի մահի համար մեկ մարդ է պատասխանատու լինելու, և այդ մեկ մարդը ․․․

Իշխանությունները կորոնավիրուսի դեմ պայքարում ձախողվել են, բայց փոխարենը հաջողել են այլ հարցերում։ Արտակարգ դրության պայմաններում սղացրել են օրենքների նախագծեր, որոնք միտված են քաղաքական ու տնտեսական դաշտի կենտրոնացմանը, երկրում նեոբոլշևիկյան հարաբերություններ հաստատելուն, հանրային պառակտումը խորացնելուն։

Արտակարգ դրության ռեժիմը 3–րդ անգամ երկարաձգելու որոշումից մեկ օր էլ չանցած բացահայտեցին իրենց բուն նպատակը։ Ըստ այդմ՝ արտակարգ ռեժիմն իրենց պետք է ոչ թե կորոնավիրուսի դեմ պայքար մղելու, այլ Սահմանադրական դատարանը զավթելու ծրագիրը կյանքի կոչելու համար։

Մենք արդեն խոսել ենք այն մասին, որ արտակարգ դրության երկարաձգումը երկու հիմնական նպատակ ունի՝

1.խուսափել հանրաքվեի անցկացումից, քանզի պարզ է, որ սահմանադրորեն ամրագրված մասնակիցների քվորումն անգամ չէին կարողանալու ապահովել, էլ ուր մնաց, թե «այո»–ների անհրաժեշտ քանակ ստանային,

2․թույլ չտալ զանգվածային միջոցառումներ՝ երթեր, ցույցեր, հանրահավաքներ։

Իշխանությունները վախեցել են ՍԴ–ի հարցով հանրաքվեից, բայց չեն հրաժարվել պետական այդ կառույցը սեփականաշնորհելու գաղափարից։ Արտակարգ դրության այս մեկ ամիսն իրենց անհրաժեշտ է իշխանության ուզուրպացիան գլուխ բերելու համար։ Կորոնավիրուսի թեման պարզապես օգտագործվում է: Այդ մասին ինքնախոստովանական գրառում ներկայացրեց քայլարած պատգամավորներից մեկը՝ նշելով, որ իրենք փորձելու են ՍԴ–ի հարցը լուծել՝ շրջանցելով հանրաքվեն։

Դատելով ամենից՝ ղեկավարը սեփական թիմին ներքաշում է կոլեկտիվ հանցագործության մեջ։ Բայց որքան էլ կոլեկտիվ լինի հանցագործությունը, պատասխանատվությունն անհատական է լինելու»։
