Պարետատանը վերագրվում են ամենահակաժողովրդական քայլերը, ինչը մի կողմից վարչապետին ազատում է պատասխանատվությունից, մյուս կողմից վարկաբեկում է Տիգրան Ավինյանին. Աղասի Ենոքյան

«Մեդիա պաշտպան» նախաձեռնության ղեկավար Աղասի Ենոքյանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ անդրադառնալով ՀՀ պարետի ու պարետատան աշխատանքի արդյունավետությանը: Նա մասնավորապես նշել է, պարետատանը վերագրվում են ամենահակաժողովրդական քայլերը, ինչը մի կողմից վարչապետին ազատում է պատասխանատվությունից, մյուս կողմից՝ վարկաբեկում է Տիգրան Ավինյանին։ Գրառումը՝ ստորև.

«Համացանցում փնտրելիս չգտնվեց մեկ այլ երկիր, որտեղ COVID-19-ի համաճարակի պայքարի համար ստեղծված լիներ պարետատուն։ Իհարկե, վարակի դեմ պայքարն ընթանում է աշխարհի բոլոր երկրներում, նրանց մեծ մասում սահմանափակումներ են գործում, շատ դեպքերում՝ արտակարգ դրություն, անգամ՝ ճգնաժամային կառավարում, սակայն «պարետ» ոչ մի տեղ չի նշանակվել։

«Աննախադեպ» հերթական հայկական հայտնագործության՝ պարետի ինստիտուտի ներդրումը պայմանավորված է մի շարք հանգամանքներով։ Նիկոլ Փաշինյանն իր իշխանության ընթացքում առաջին անգամ բախվեց ճգնաժամային իրավիճակի հետ, երբ անգամ իր համար ակնհայտ էր, որ խոսքերով և մանիպուլյացիաներով խնդիրն անհնար է լուծել։ Այդ նպատակով որոշվեց առաջին պլան բերել Տիգրան Ավինյանին, ով, Նիկոլ Փաշինյանի կարծիքով, ավելի հմուտ կառավարիչ էր։

Պարետին չտրվեցին անհրաժեշտ գործիքներ, ինչպես օրինակ՝ չսահմանվեց պարետատան բյուջե, չներկայացվեց պարետատան աշխատակազմը, չհայտարարեցին առանձին բնակավայրերում պարետներ նշանակելու մասին։ Այս ամենը նշանակում է, որ պարետը ֆորմալ գործիք էր, ֆորմալ պաշտոն, իսկ իրականում որոշումներն ընդունում է Նիկոլ Փաշինյանը։ Ի դեպ, դրա կողմնակի ապացույցներ են որոշումների հախուռնությունը, տրամաբանական շղթայի բացակայությունը, նաև՝ Նիկոլ Փաշինյանի կողմից պարետատան խոսնակի դերի ստանձնումը, նոր հիվանդների ու մահերի գուժմամբ, և ձեռքերը լվանալու անհրաժեշտության մասին հիշեցումներով։

Պարետատանը վերագրվում են ամենահակաժողովրդական քայլերը, ինչը, մի կողմից վարչապետին ազատում է պատասխանատվությունից, մյուս կողմից, վարկաբեկում է Տիգրան Ավինյանին։ Ամենայն հավանականությամբ, համավարակի դեմ պայքարի տապալումը, որն իրականում կատարվում է Նիկոլ Փաշինյանի ձեռամբ, վերջում կբարդվի պարետի վրա, մինչ վարչապետը կվայելի արտակարգ իրավիճակի քաղցր պտուղները՝ ընդունված ոչ պոպուլյար որոշումները։

Հիմա, de facto վերացնելով արտակարգ դրությունը, de jure այն պահպանվում է, և անհասկանալի պարետատունը մինչև հիմա պահպանում է բացառիկ լիազորություններ։ Հարցերի հարցն այսօր մնում է սահմանադրական հանրաքվեն չեղարկելու ձևերը, և չի բացառվում, որ երկրի տնտեսական կոլապսի, ծանրագույն առողջապահական և սոցիալական ճգնաժամերի մեջ մեղադրվելուն զուգահեռ, այս դեպքում ևս որպես մեղավոր հայտարարվի պարետը։

Արդար է։ Բնական է, որ բանակում ծառայությունից խուսափած Տիգրան Ավինյանը մեծ հաճույքով ընդունեց այս կիսազինվորական պաշտոնը և հատուկ իր համար ստեղծված համաշխարհային «աննախադեպ» նորամուծությունը։ Եվ ուրեմն, նա էլ պետք է վճարի այդ հաճույքների դիմաց»։
