Բանակում ելակի գնման շուրջ «ինտրիգներ» չկան. պարզաբանում են ՊՆ-ն և մատակարար ընկերությունները

ՀՀ վարչապետ Նիկոլ Փաշինյանը 2020 թվականի ապրիլի 8-ին ֆեյսբուքյան իր էջում գրել էր, որ զորամասերում սննդի հետ մատուցվում է նաև ելակ։ Հրապարակված տեսանյութում երևում էր սառնարանում չափաբաժիններով առանձնացված ելակները։

Տեղեկատվության ստուգման կենտրոնը նշում է, որ այս առիթով «Հրապարակ» օրաթերթն իր հերթական համարում գրել է, թե բանակում ելակի մատակարարման «հետևում կանգնած են» պաշտպանության նախարար Դավիթ Տոնոյանը և վարչապետի տիկին Աննա Հակոբյանը։ Նշվում էր, թե զորամասերին ելակ մատակարարող ընկերությունը «Գրին ֆուդն» է, որի բաժնետերերից մեկը Վարդուհի Ֆեսչյանն է։

«Ասում են՝ Աննա Հակոբյանի և Ֆեսչյանի ընկերությունը կայացել է այն դժվար օրերին, երբ Նիկոլ Փաշինյանն Արթիկի բերդում նստած էր։ Արթիկում ապրող այս ընտանիքը ջերմ հյուրընկալություն է ցուցաբերել Փաշինյանի ընտանիքին, երբ հայրիկին բանտում տեսակցության են մեկնել»,- գրել էր թերթը։
Ըստ պարբերականի՝ Փաշինյանների ընտանիքը որոշել է «երախտագիտությունը հայտնել ընկերության սեփականատիրոջը»։

Տեղեկատվության ստուգման կենտրոնը հիշեցնում է, որ 2019 թ․ հունիսից մեկնարկել է մասնավոր գործընկերոջը ՀՀ զինված ուժերի սննդի պատվիրակման փորձնական ծրագիրը։ Այժմ բանակին սնունդ մատակարարողների թիվը 5-ն է։ Ընկերություններն ընտրվել են մրցութային կարգով։ Նախարարությունն ընդունել է հայտեր, գործընթացով հետաքրքրվածների հետ կնքվել են պայմանագրեր։

Ընկերություններից մեկն էլ «Մեդիտեք» ՍՊԸ-ն է, որը տվյալ ծրագրի շրջանակներում մատակարարել է նաև ելակ, քանի որ պայմանագրով սահմանված է, որ պետք է մատուցվեն մրգեր և հատապտուղներ։

Պայմանագրի համաձայն՝ մասնավոր ընկերություններն իրենք են որոշում՝ որ ընկերությունից ինչ ձեռք բերել. ո՛չ Պաշտպանության նախարարությունը, ո՛չ էլ՝ առավել ևս Աննա Հակոբյանը որևէ լիազորություն այստեղ չունեն։

«Մեդիտեք» ընկերության սեփականատեր Անուշավան Խաչատրյանը «Տեղեկատվության ստուգման կենտրոնի» հետ զրույցում հայտնեց, որ «Գրին Ֆուդ»-ն է հանդիսանում իրենց ելակ, ելակի մուրաբա և ջեմ մատակարարող ընկերությունը։ Նրանք գին-որակ համադրությամբ լավագույն ծառայությունն են մատուցել։ Սեփականատիրոջ խոսքերով՝ իրենք անձամբ են ընտրություն կատարել, թե որ ընկերությունը՝ ինչ ապրանք և պարեն պետք է մատակարարի։ Որևէ մեկը իրենց չի պարտադրել կամ հուշել՝ օգտվել «Գրին Ֆուդ»-ի ծառայություններից, ինչպես նաև համագործակցվող մնացած մատակարարների ծառայություններից։

Խաչատրյանի խոսքերով՝ «Մեդիտեք» ՍՊԸ-ն աշխատում է 200-ից ավելի մատակարար կազմակերպությունների հետ։

«Գրին Ֆուդ» ՍՊԸ-ն հիմնադրվել է 2015-ին և ունի 2 բաժնետեր՝ Արտաշես Ավետիսյանը և Վարդուհի Ֆեսչյան։ Սակայն տեղեկույթյունը, թե բաժնետերերից Վ. Ֆեսչյանը «հյուրընկալություն է ցուցաբերել Փաշինյանի ընտանիքին, երբ մեկնել են բանտ տեսակցության» չի համապատասխանում իրականությանը։

Պաշտպանության նախարարությունից, մեկնաբանելով հիշյալ հրապարակումը, հայտնեցին՝
«Պաշտպանության նախարարությունը բանակին սնունդ մատակարարող բոլոր ընկերությունների հետ էլ ունի մտերիմ է և բարիդրացիական աշխատանքային հարաբերություններ, սակայն նախարարի կողմից որևէ հովանավորչությունը բացառված է։ Ուստի խութեր պետք չէ փնտրել այնտեղ, որտեղ դրանք չկան»։
