Իշխանության մահակը կարող է վերածվել կապիկի ձեռքի փայտիկի

Կանխատեսվում էր, որ սահմանափակումները հանելուց հետո վարակակիրների թվի ավելացման մեջ ուղղակի մեղադրվելու են հասարակությունը, քաղաքացին։ Այսօրվա թվերի հրապարակումից հետո վարչապետական հերթական լայվի շեշտադրումը դրա ապացույցն է։ Եվ քանի որ քաղաքացին-ժողովուրդը «անկազմակերպ է», չի պաշտպանում հակահամաճարակային կանոնները, ապա կանխատեսելի է, որ առաջիկա օրերի ցուցանիշներն աճելու են, անցնելով օրական՝ 200-ի սահմանը։ Դա հիմք ընդունելով, իշխանությունները նոր սահմանափակումներ կմտցնեն, ենթադրաբար՝ մինչև հուլիսի 1-ը, խորացնելով սոցիալ-տնտեսական ճգնաժամը։ Այդպես Հայաստանը, հնարավոր է, կհայտնվի պանդեմիայից տուժած երկրների աղյուսակի բարձր հորիզոնականներում, հետևաբար՝ կակնկալի միջազգային մեծ օժանդակություն։

Հին ասացվածք կա՝ հրամանատարի թեկուզ սխալ, բայց վճռական որոշումն ավելի ճիշտ է, քան անվճռական, փոփոխելի և կասկածներ սերմանողը։ Ինչպես տեսնում ենք՝ տարբեր երկրներ պայքարի տարբեր ռազմավարություն են կիրառում։ Օրինակ՝ տարածաշրջանում ցածր ցուցանիշներ ունեցող Վրաստանը ճգնաժամի հաղթահարման ռազմավարական ծրագրեր է մշակում։ Ցածր մահացության ցուցանիշ ունեցող Գերմանիան աչքի է ընկնում պայքարի հաստատակամությամբ և արդյունավետությամբ։ Իսկ ժողովրդին մեղադրող կառավարությունները պայքարն իռացիոնալ ուղղությամբ են տանում։ Այդ պատճառով այդ երկրներում աղետի չափերը համեմատաբար՝ մեծ են։

Հարկ է նկատել նաև, որ պետական ապարատի և քաղաքական համակարգի համաձայնեցված աշխատանքի արդյունքում է հաջողվում ճգնաժամի կառավարելիության ռազմավարություն իրականացնելը, որը ոչ միայն ճգնաժամի հաղթահարման հույս է ներշնչում, այլև կառավարելի է դարձնում աղետի ծավալման ռիսկերը։ Իսկ ամեն ինչում քաղաքացուն-ժողովրդին մեղադրելու-հանդիմանելու մարտավարությունը խորացնում է հասարակական անհամերաշխությունը, որն առանց այս էլ խորացված է խորհրդարանական ծեծկռտուքների, սև-սպիտակ բաժանումների հետևանքով։ Փոխադարձ անվստահության խորացումը կարող է, թերևս, ժամանակավոր դրական էֆեկտ ունենալ վարակի տարածումը կանխելու առումով։ Սակայն եթե այն հասարակական բնավորություն դառնա, ապա խիստ բացասական կանդրադառնա տնտեսության վերականգնման և սոցիալ առաջընթացի վրա պանդեմիայից հետո։ Ամենաանցակնալի հետևանքը կլինի այն, որ քաղաքական համայնքը կդադարի հավատալ ժողովրդին, հետևաբար նաև ժողովրդավարությանը։

Ավելորդ չի նշելը, որ հասարակության սոցիալական պատասխանատվությունը բարձրացնելու միակ լծակը ազգային-հասարակական արժեքներն են։ Եթե դրանք շրջված են կամ ցինիկաբար արհամարհվում են, ապա առաջանում է կրկեսային քաոս, որի ժամանակ իշխանության մահակը վերածվում է կապիկի ձեռքի փայտիկի։ Այսինքն՝ ոչ ոք լուրջ չի ընդունում իշխանությունների հրահանգները, նույնիսկ՝ հակահամաճարակային սահմանափակումները խախտելու համար սահմանված պատժից չի զգաստանում։
