Թաիլանդի իշխանությունները նախատեսում են հարկ սահմանել օտարերկրյա զբոսաշրջիկների համար

Թաիլանդի Զբոսաշրջության եւ սպորտի նախարարությունը քննարկում է օտարերկրացիների համար առավելագույնը 300 բատ (9 դոլար) հարկ սահմանելու հնարավորությունը: Հարկը կգանձվի օդային, ցամաքային կամ ծովային տրանսպորտով ժամանած զբոսաշրջիկներից: Այս թերթի մասին գրում է Bangkok Post-ը` վկայակոչելով նախարարության ղեկավար Պիպատ Ռատչակիթպրականին:

Վճարը 20-ամյա ազգային ծրագրի մաս է կազմում, որի համաձայն պետական մարմինները պետք է մշտական եկամուտ ունենան` ազգային տնտեսության պահպանման եւ կայունացման համար: Հարկը կներառվի նախարարության կողմից ղեկավարվող զբոսաշրջության ֆոնդի մեջ, որը միտված է վերականգնել եւ զարգացնել զբոսաշրջային գործունեությունը, ինչպես նաեւ ապահովել զբոսաշրջիկների անվտանգությունն ու պաշտպանությունը: «Համավարակը լուրջ ազդեցություն է գործել զբոսաշրջության վրա, եւ զբոսաշրջության ֆոնդը պետք է միջոցներ տրամադրի պետական գործակալություններին, որոնք կսպասարկեն զբոսաշրջիկներին»,- ասել է նախարարը: Վճարը կներառվի ավիատոմսերի արժեքի մեջ, իսկ թե ինչպես կաշխատի նախաձեռնությունը ցամաքային եւ ծովային տրանսպորտի դեպքում, կառավարությունը դեռ չի հայտնել: Զբոսաշրջության նախարարությունը մտադիր է հայտարարել նոր հարկի ներդրման մասին մինչև 2020 թվականի չորրորդ եռամսյակը:

Նախարարության ղեկավարը հայտնել է, որ իր ենթակայության տակ գտնվող գերատեսչությունը հանձնարարել է հարկի չափի տեխնիկական եւ տնտեսական հիմնավորում իրականացնել այցելուների համար: Զբոսաշրջության նախարարության տվյալների համաձայն` մեկ անձի համար առավելագույն գումարը չպետք է գերազանցի 300 բատը: Ինքը` նախարարը, վստահ է, որ վճարը պետք է 100-ից 200 բատ (3-ից 6 դոլար) կազմի: Հարկի վերջնական գումարը կհաստատի նախարարների կաբինետը:

«Թաիլանդի զբոսաշրջության կառավարման նոր նպատակն 16 միլիոն զբոսաշրջիկն է այս տարի, բայց ես վստահ չեմ, որ մենք կկարողանանք հասնել դրան, քանի որ տուրիստները չեն վերադառնա մինչեւ չորրորդ եռամսյակ:

2019-ի վերջին եռամսյակի համեմատ, երբ մենք 11-12 միլիոն մարդ ունեինք, նոր նպատակը չափազանց մեծ է ներկայիս պայմաններում»,- ասել է նախարարը: 16 միլիոն ցուցանիշն ամենացածրն է 2006 թվականից ի վեր: 2019-ին 39.8 միլիոն օտարերկրյա զբոսաշրջիկ է այցելել թագավորություն, փոխանցում է ՏԱՍՍ-ը:

2019 թվականի մայիսին Թաիլանդի կառավարությունը հայտարարել էր, որ նախատեսում է տուրիստական հարկ սահմանել օտարերկրյա այցելուների համար` բնական վայրերի վերականգնման նպատակով: Նախաձեռնության հեղինակները վստահեցնում էին, որ հարկի գումարը նվազագույն կլինի եւ չի ազդի ոլորտի վրա: Սակայն սեպտեմբերին իշխանությունները որոշեցին հետաձգել այդ պլանները, քանի որ այդ պահին հարկը կարող էր լրացուցիչ վնաս հասցնել լճացման վիճակում հայտնված ոլորտին: Այս տարվա փետրվարին զբոսաշրջության նախարարությունը վերադարձավ հարկ սահմանելու գաղափարին` կորոնավիրուսի պատճառով զբոսաշրջիկների հոսքի զանգվածային կրճատման ֆոնին:
