Փաշինյանը 9 ամսում ոչինչ չարեց սուպերվարչապետական համակարգը թուլացնելու համար. Արթուր Ղազինյան

Փաշինյանը 9 ամսվա ընթացքում ոչինչ չարեց սուպերվարչապետական համակարգը թուլացնելու և իրական զսպումների և հակակշիռների համակարգ ձևավորելու համար: Այս մասին ֆեյսբուքյան իր էջում գրել է Եվրոպական ուսումնասիրությունների կենտրոնի տնօրեն Արթուր Ղազինյանը:

«Սուպերվարչապետական կառավարման համակարգը չի փոխվի

Չնայած իր կողմից հնչեցված բազմաբնույթ քննադատություններին, ուղղված դեպի Սերժ Սարգսյանի ձևավորած այս համամարգը, Փաշինյանը 9 ամսվա ընթացքում ոչինչ չարեց սուպերվարչապետական համակարգը թուլացնելու և իրական զսպումների և հակակշիռների համակարգ ձևավորելու համար։

Իսկ ինչի՞ համար է Փաշինյանին անհրաժեշտ պահպանել այս համակարգը:

Սերժ Սարգսյանը, ունենալով խիստ ցածր վարկանիշ, ձևավորեց այս գրեթե միապետական կառավարման համակարգը իշխանության և պետության կառավարման բոլոր օղակների վրա ամբողջական հսկողություն հաստատելու, այն պահելու և առավելագույնս կառավարելի դարձնելու համար։

Փաշինյանի վարկանիշն առայժմ բարձր է և այդ համակարգի կարիքը նա առայժմ չի զգում։

Սակայն դատելով նրա և իր թիմի ինտելեկտուալ և կազմակերպչական կարողություններից՝ այս բարձր վարկանիշը երկար դիմանալ չի կարող։ Անկումը կլինի շատ ավելի արագ, քան դրա ձևավորումն էր։

Փաշինյանից ավելի լավ որևէ մեկը չի պատկերացնում իր և իր թիմի հնարավորությունները և իրենից լավ որևէ մեկը չգիտի, թե ինչ վարկանիշ կունենան իրենք 4 կամ 6 ամիս հետո։

Իսկ եթե դրված է խնդիր ամեն գնով պահել իշխանությունը, ապա գնալ ուրիշի ձեռքով ստեղծված և ուրիշի համար կարված սուպերվարչապետական համակարգի վերացման, կլինի առնվազն միամտություն, նույնիսկ եթե այդ համակարգի իրական տերը Սերժ Սարգսյանն է։

Այնպես մի ակնկալեք, թե Փաշինյանը երբևէ կգնա սեփական իշխանության թուլացման և կվերացնի Սերժ Սարգսյանի ստեղծած սուպերվարչապետական կառավարման բուրգը։

Մնում է հասկանալ ամենակարևորը. կունենա Փաշինյանը բավարար հմտություններ և կարողություններ՝ այդ համակարգն օգտագործել իր իշխանությունը երկարաձգելու համար։

Արդեն սկսում եմ կասկածել…»,- գրել նա:
