«Կարծում եք՝ արհեստական ինտելեկտը առավել արդար դատավճիռնե՞ր կկայացնի ՀՀ-ում». Փաշինյանը՝ դատարանների մասին

Մենք կառավարության ծրագրում դատարանների ծանրաբեռնվածության մասը առավել ճկուն ենք թողել՝ փորձելով չկոնկրետացնել: Այս մասին, այսօր՝ փետրվարի 6-ին, կառավարության նիստում Կառավարության ծրագրի քննարկման ժամանակ նշեց ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ անդրադառնալով դատավորների թվի ավելացման առաջարկությանը:

«Այսինքն մենք դատարանների արդյունավետության բարձրացման հարցն ենք դնում, որի համար կան մոդելներ: Այդ մոդելները ծրագրի մեջ դրված են: Կարեւորագույն խնդիր է նաեւ դատարանների ծանրաբեռնվածությունը նվազեցնելու առումով վեճերի լուծման այլընտրանքային համակարգերի ներդրումը: Ըստ էության այդ պահանջը մենք ունենք նաեւ տնտեսական դաշտից, որ հնարավորինս քիչ դատարանները տնտեսական հարաբերություններին միջամտեն, որպեսզի հնարավոր լինի այլընտրանքային ձեւելով այս հարցը լուծել»,-ասաց Փաշինյանը:

Արդարադատության նախարար Արտակ Զեյնալյանը նշեց, որ այդուհանդերձ, չպետք է բացառել դատավորների թվի ավելացումը. «Չափանիշը 100 հազար բնակչի հաշվով 21 դատավորն է, մինչդեռ Հայաստանում ունենք 7 դատավոր: Յուրաքանչյուր դատավորի վարույթում կարող է լինել 3500-ից ավելի գործ: Մենք խնդիրը պետք է դիտարկենք կոմպլեքսի մեջ՝ նաեւ ներդնելով ժամանակից տեղեկատվական տեխնոլոգիաները, այդ թվում արհեստական ինտելեկտի տարրերը»,-ասաց նա:

Սրան կատակով արձագանքեց Փաշինյանը. «Կարծում եք՝ արհեստական ինտելեկտը առավել արդար դատավճիռնե՞ր կկայացնի Հայաստանում: Թեեւ չի բացառվում»:

Փոխվարչապետ Մհեր Գրիգորյանն էլ նկատեց. «Կա կասկած, որ դատարանները ծանրաբեռնված են պրոցեսներով, ոչ թե վեճերով: Հետեւաբար, պետք է այդ գործընթացները եւ այլընտրանքային վեճերի տարբերակները մշակվեն, ոչ թե ծանրաբեռնվածությունը փոխհատուցվի քանակով»:
