«Ժողովուրդ». Ի՞նչ պայմանով պաշտոն կստանան նախկին իշխանության կադրերը. անուններից մեկը հայտնի է

«Ժողովուրդ» թերթը գրում է․ «Ժողովուրդ» օրաթերթի տեղեկություններով` նախկին գլխավոր դատախազ Գեւորգ Կոստանյանն առաջիկայում պաշտոն կստանա: ՀՀ վարչապետ Նիկոլ Փաշինյանը, ինչպես հայտարարել էր դեռեւս Հունան Պողոսյանին մարզպետ նշանակելու օրերին, պետական կառավարման համակարգում պետք էներգրավվեն նաեւ ճանապարհ անցած պրոֆեսիոնալ կադրեր:

Հայտնի է, որ Արցախյան հիմնահարցը մեր երկրի համար կարեւորագույն նշանակություն ունի ու դրա լուծման մասին խոսակցությունները վերջին շրջանում ահագնացել են: Քաղաքական դիրքորոշումը հստակ է. Նիկոլ Փաշինյանը զիջումների չի գնալու, հետեւաբար լուծումը մոտ չէ:

Դատելով նրա հրապարակային ելույթներից, վարչապետն առավել հակված է առկա իրավիճակի միջազգային ճանաչման ուղղությամբ կոնկրետ քայլեր իրականացնել ու դա նշանակում է, որ իրավական դաշտում անելիքներ կան: Ու որպես այդ ոլորտի լավագույն մասնագետներից մեկը, թերեւս գործին կմիանա ՀՀ նախկին գլխավոր դատախազ, ՄԻԵԴ-ում ՀՀ կառավարության նախկին ներկայացուցիչ Գեւորգ Կոստանյանը:

Նա Արցախյան հիմնահարցի իրավական մեթոդաբանությունը միջազգային իրավունքի տեսանկյունից առավելագույն լրջությամբ եւ խորությամբ է տիրապետում:

Հիշեցնենք, որ անկուսակցական Գեւորգ Կոստանյանը իրավաբանական հարթության մեջ նախորդ տարի հասավ այնպիսի հաջողության, որ Արցախի ներկայացուցիչ Էմիլ Բաբայանը մասնակցեց ՄԻԵԴ նախարարների կոմիտեի նիստին: Վերջում հավելենք, որ հետհեղափոխական Հայաստանում նախկին իշխանության կադրերի ներգրավումը կատարվում է մի պայմանով. նրանք նախկինում չպետք է մասնակցած լինեն որեւէ կոռուպցիոն պատմության:

Գեւորգ Կոստանյանի անունը, ըստ էության, չի կապվում որեւէ կոռուպցիոն գործարքի հետ, ավելին` նա որպես դատախազ, անհանդուրժող է եղել նման երեւույթների հանդեպ»:
