Փաշինյանը «հնձում» է Սերժ Սարգսյանի «ցանածը». մանիպուլյացիան շարունակվում է

Երեկ իր ֆեսյբուքյան գրառմամբ վարչապետ Նիկոլ Փաշինյանը պարծեցավ, որ «Լավ երկրների» միջազգային ինդեքսում Հայաստանը 2018 թվականի ընթացքում ուղիղ 30 կետով բարելավել է դիրքերը՝ 75-ից տեղափոխվելով 45-րդ հորիզոնական:

Իհարկե, ՀՀ հպարտ քաղաքացիները, ովքեր այսօր օրվա հացը գտնելու խնդրի առաջ են կանգնած՝ դժվար թե տեղյակ լինեն նմանատիպ ինդեքսների հաշվարկի մեթոդոլոգիային և հենց դրանից էլ, ըստ էության, օգտվում է կառավարությունը: Բանն այն է, որ տվյալ տարվա «Լավ երկրների» ինդեքսի հաշվարկման բազան մի քանի տարի առաջվա տվյալներն են։ Օրինակ, 2017 թ.-ի հիմքում 2014-ի տվյալներն են, 2016-ինը՝ 2011։ Յուրաքանչյուր ոք կարող է մտնել հետևյալ հղումով պաշտոնական կայք և ծանոթանալ հաշվարկի մեթոդոլոգիային։ Մի քանի օր առաջ էլ վարչապետը մեկ այլ ֆեյսբուքյան գրառմամբ խոսել էր ներդրումներից: Փաշինյանը, մասնավորապես, գրել էր՝ «ՀՀ վճարային հաշվեկշռի տվյալներով, 2018 թվականի երրորդ եռամսյակում օտարերկրյա ուղղակի ներդրումները 50%-ով աճել են՝ 2017 թվականի նույն եռամսյակի համեմատ: Այսպես, 2018-ի երրորդ եռամսյակում ՕՈՒՆ-ների զուտ ներհոսքը (պարտավորությունների զուտ ստանձնումը) կազմել է 75.5 մլն դոլար՝ 2017 թվականի 50.9 մլն դոլարի դիմաց»:

Ավելորդ չէ նշել, որ Փաշինյանի նշած ներդրումները մինչ իրականություն դառնալը, անցնում են երկար ճանապարհ: Հետեւաբար, 2017 թ.-ի եւ 2018 թ.-ի առաջին եռամսյակի ներդումների աճը նախորդ կառավարության ջանքերի արդյունքով է եղել: Ի դեպ, այդ ընթացքում ներդրումների աճը շարունակական է եղել եւ հատկանշական է, որ 2018 թ.-ի առաջին եռամսյակում՝ տնտեսապես ոչ ակտիվ ժամանակաշրջանում, ներդրումների ծավալը հասել է 94,2 մլն դոլարի: Սակայն, եթե ներդրումներ ներգրավելու համար երկար ժամանակ է պահանջվում, ապա դրանք կարող են դադարել օրերի ընթացքում: Պատահական չէր, որ 2018 թ.-ի երկրորդ եռամսյակում, երբ Հայաստանը ցնցվում էր «սիրո եւ հանդուրժողականության» հեղափոխությունից, ներդրումները նվազել են 11 անգամ:

Ինչ վերաբերում է տնտեսական աճին, ապա այո՝ անցած տարին հաջողվեց փակել տնտեսական աճով։ Բայց դրան մեծապես նպաստեց հատկապես տարեսկզբին արձանագրված բարձր ակտիվությունը։ Իշխանափոխությանը հաջորդած շրջանում տնտեսական գործընթացներն էապես դանդաղեցին։ Առանձին ամիսներին նույնիսկ անկում գրանցվեց։ Եթե մի պահ տնտեսական ակտիվությունը հասնում էր գրեթե 10-10,5 տոկոսի, ապա սպասվում է, որ տարին կփակվի հազիվ 5-5,5 տոկոսի սահմաններում։

Ահա այսպես է ստացվում, որ մանիպուլյացիայի ենթարկելով թվերը, չստելով՝ սակայն չասելով նաև ողջ ճշմարտությունը՝ օրվա իշխանությունները ցանկանում են նախորդ կառավարության արածը վերագրել իրենց:
