Հայաստանի և Արցախի հարաբերություններն օդում կախված են, կա իրավական կարգավորման անհրաժեշտություն. Մանվել Սարգսյան

Իսկապես անհրաժեշտ է, որ Հայաստանի և Արցախի միջև համագործակցությունն ամրագրվի իրավաբանորեն: Այս մասին զրույցում ասաց քաղաքագետ Մանվել Սարգսյանը՝ խոսելով Հայ Յեղափոխական Դաշնակցության տեսակետի մասին, թե ՀՀ և ԱՀ միջև անհրաժեշտ է կնքել ռազմաքաղաքական դաշինքի մասին համաձայնագիր:

«Հայաստանի և Արցախի հարաբերություններն օդում կախված են մնացել: Եղել են տեսակետներ, բայց որևէ մեկն այս հարցը լուրջ քննարկման չի դրել: Ապրիլյան քառօրյա պատերազմից հետո սկսեցին ավելի լուրջ խոսել նման համաձայնագրի անհրաժեշտության մասին, բայց շուտով հարցը մոռացվեց, այնինչ կան բազում խնդիրներ, որոնք կանոնակարգված չեն»,- շեշտեց Մանվել Սարգսյանը:

Նա նշեց, որ հարցը պետք է կարգավորվի իրավական դաշտում:

«Խնդիրները շատ են: Եթե միջկառավարական հարաբերությունները կանոնակարգված են, անվտանգության հարցեր կան, որոնք կանոնակարգված չեն: Դատական խնդիրների հետ կապված խնդիրներ կան, թե ինչ օրենքով պետք է դատվեն զինվորները, որոնք ՀՀ քաղաքացի են, բայց ծառայում են Արցախում: Էլ չասեմ, որ շատերը չգիտեն, թե ինչու են ՀՀ քաղաքացիները ծառայում Արցախում: Մարդիկ չգիտեն՝ ինչո՞ւ, ինչի՞ հիման վրա: Կյանքն ամեն անգամ ցույց է տալիս, որ կանոնակարգում է պետք»,- մանրամասնեց նա:

Մանվել Սարգսյանն ասաց, որ պայմանագիր չի մշակվում, որովհետև հավանաբար անորոշ է, թե ինչ հետևանքներ կունենա այն: «Գուցե կան փակ փաստաթղթեր, որովհետև որոշ ոլորտներ կանոնակարգված են, բայց կան բազում խնդիրներ»,- հավելեց նա:

Մանվել Սարգսյանն ասաց, որ Արցախի իշխանությունների համար համաձայնագիրն ընդունելի է:

«Անհրաժեշտ է, որ հարցը քննարկման դրվի, պետք է իրավական ձևակերպում տրվի, թե ինչ է նշանակում Արցախը ՀՀ-ի համար:


Հիմա անորոշ ձևակերպումներ կան, ուրիշ ոչինչ: Բայց չեն անում: Արցախի ճանաչման-չճանաչման հարցն էլ քննարկման դրվեց: Փախչում էին, չէին գալիս դահլիճ, որ քննարկեն: Վախենում են քննարկել: Ընդհանրապես Ղարաբաղի հարցում նոր իշխանությունների դիրքորոշումը ես այդպես էլ չեմ հասկացել: Իրավական հարթությունում բազմաթիվ հարցեր պետք է կանոնավորել: Ասում էին՝ կխանգարի բանակցային պրոցեսին, բայց թե ինչու՝ չեմ հասկանում»,- հավելեց նա:

 

Մանվել Սարգսյանն ասաց, որ «օդում հարցերը կախված պահելը» լավ չէ, պետք չէ խուսափել դրանք քննարկելուց, այնինչ «իրենց թվում է, որ դա լավ է»:
