Նախորդ տարիների համեմատ 2018 թվականին, հատկապես հունիսից սկսած, մենք ունեցել ենք բավական հանգիստ առաջնագիծ՝ պայմանավորված առաջին հերթին Հայաստանի Հանրապետության քաղաքական ղեկավարության ջանքերով եւ ամրագրված մեր զինված ուժերի հստակ մարտավարությամբ ու գործողություններով: Այս մասին այսօր՝ հունվարի 26-ին, ՀՀ ՊՆ ղեկավար կազմի եւ Զինված ուժերի բարձրագույն սպայակազմի հետ ՀՀ վարչապետ Նիկոլ Փաշինյանի խորհրդակցության ժամանակ նշել է ՀՀ պաշտպանության նախարար Դավիթ Տոնոյանը՝ ներկայացնելով 2018 թ. պաշտպանության համակարգում արձանագրված ձեռքբերումները, ինչպես նաեւ 2019 թ. հիմնական առաջնահերթությունները:

«Այս առումով ցանկանում եմ վերահաստատել Ձեզ, որ մեր բանակն այսօր իր պատրաստությամբ եւ կարգապահությամբ պահպանելու է թե՛ քաղաքական պայմանավորվածությունները, եւ թե՛ անհրաժեշտության դեպքում համապատասխան գործողություններով հակառակորդին պարտադրելու է մեզ համար նպաստավոր պայմաններ»- ասել է Դավիթ Տոնոյանը:

Նախարարի խոսքով՝ 2018 թ. հիմնական ձեռքբերումներից են եղել նաեւ զինված ուժերը քաղաքական գործընթացների վրա ազդեցությունից զերծ պահելը, ինչը լավագույնս դրսեւորվել է խորհրդարանական ընտրությունների ժամանակ, ինչպես նաեւ զորակոչային գործընթացում կատարված փոփոխությունները. «Արմատական քայլեր են ձեռնարկվել զորակոչային գործընթացի թափանցիկության եւ արդարության բարելավման, պետություն-զինվոր-ընտանիք մշտական կապի ամրապնդման եւ հստակեցման ուղղությամբ: Դա դրսեւորվել է նաեւ ժամկետային զինծառայողների պարենային եւ իրային ապահովման խնդիրների բարելավման, ընդ որում՝ առանց հավելյալ ֆինանսական միջոցների, ինչպես նաեւ զինծառայողների իրավունքների պաշտպանության ոլորտում»:

Դավիթ Տոնոյանը նշել է, որ շարունակվել է արդյունավետ համագործակցության զարգացումը ՀՀ դաշնակիցների եւ գործընկերների հետ ոչ միայն գործող պայմանագրերի շրջանակում, այլեւ նոր պայմանավորվածությունների ձեռքբերմամբ:

Նրա խոսքով՝ նաեւ ավարտին են մոտենում բանակի կառավարման համակարգի կառուցվածքային փոփոխությունները: «Ընթացքի մեջ են մի շարք օրենսդրական փոփոխություններ, որոնք կոչված են բարելավելու, դյուրացնելու եւ արդյունավետ դարձնելու կառավարման համակարգը, գնումների գործընթացները, բարձրացնելու զինված ուժերի մարտունակությունը, բանակը դարձնելու առավել թափանցիկ ու հաշվետու», - նշել է նախարարը:
