Ապատեղեկատվության պայքարի դեմ օրենքները կարող են դառնալ գործիքները լրագրողներին բանտեր ուղարկելու համար. Ա.Հովհաննիսյան

«Ճշմարտության» պարտականություն սահմանելով՝ ստեղծվում է հզոր զենք լրագրողական գործունեությունը վերահսկելու համար՝ թույլատրելով պետական պաշտոնյաներին որոշել, թե որն է ճշմարտությունը: Այս մասին Facebook-ի իր էջում գրել է ԱԺ նախկին փոխնախագահ ՀՀԿ անդամ Արփինե Հովհաննիսյանը:

Նա, մասնավորապես, գրել է.


«Ապատեղեկատվությունը կամ ինչպես այլ կերպ ասում են ֆեյք լուրերը ներկայումս գլոբալ մարտահրավեր է։ Սա խնդիր է, որի մասին բարձրաձայնվում է շատ, որի մասին հայտարարություններով հանդես են գալիս միջազգային տարբեր կառույցները։

Սակայն, երբ խոսվում է ապատեղեկատվության դեմ անխնա պայքարի մասին, միշտ պետք է մտքում պահել այն, որ շատ հաճախ ԶԼՄ-ների գործունեությունը ապատեղակատվություն որակելով, տարբեր պետությունների դեմոկրատական արժեքներից հեռու գտնվող ղեկավարները ( այդ թվում՝ վերջերս կիրթ համարվող) բացեիբաց հարձակվում են մեդիայի վրա՝ խիստ հսկողություն իրականացնելով դրանց գործունեության նկատմամբ։

«Ճշմարտության» պարտականություն սահմանելով՝ ստեղծվում է հզոր զենք լրագրողական գործունեությունը վերահսկելու համար՝ թույլատրելով պետական պաշտոնյաներին որոշել, թե որն է ճշմարտությունը, լռեցնել այն կարծիքները, որոնք այդքան էլ ձեռնտու կամ հարմար չեն։

Ապատեղեկատվության պայքարի դեմ օրենքները կարող են դառնալ այն գործիքները, որոնք լրագրողներին եւ մարդու իրավունքների պաշտպաններին ուղարկում են բանտեր միայն նրա համար, որ ինչ-որ ժամանակ ոչ ճշմարիտ գնահատական են տվել կառավարության գործունեության վերաբերյալ։

Հենց այս վտանգների գիտակցումն է, որ զարգացած ժողովրդավարություն ունեցող երկրները թեեւ շատ ակտիվորեն քննարկում են այս թեման եւ փնտրում իրավական կարգավորումներ, սակայն դեռեւս չեն շտապում ընդունել օրենքներ, քանի որ իրական ժողովրդավարություններում մի արժեքի պահպանությունը չի զոհվում մեկ այլ արժեքի պահպանությանը, որովհետեւ կա գիտակցում, որ չի կարելի մտնել գրաքննության վտանգավոր դաշտ մի երեւույթի դեմ պայքարելու համար, որը լրիվ ընկալված չէ։ Բացի այդ ինչպե՞ս եք պայքարելու տարբեր ինտերնետային հավելվածների ալիքներով (տելեգրամ եւ այլ) տարածվող տեղեկատվության դեմ։ Թե պայքարի թիրախը վերարտադողն է լինելու ՝ ի դեմս ԶԼՄ-ի։

Հ.Գ. Հետաքրքիր է՝ ի՞նչ նպատակով է Հայաստանում արվելու ապատեղեկատվության դեմ պայքարը, որտեղ երկրի վարչապետը լրատվությունը համարում է լիովին ազատ, թեեւ նրա հետ համաձայն չեն լրագրողների մի ստվար զանգված։

Հ. Հ. Գ. «Ֆեյք նյուզից» առաջ եւ դրա հետ սերտ կապի մեջ գտնվող մեկ այլ կարեւոր խնդիր կա՝ մարդու արժանապատվության դեմ ուղղված վիրավորանքից եւ զրպարտությունից պաշտպանությունը եւ պետության պարտականությունը։ Այս մասին քննարկում չե՞ք ուզում ունենալ թե խանգարում են միայն անցանկալի լուրերը:
