2018-ի վերջին պետական պարտքը կազմել է 6,923 մլրդ դոլար. աճը՝ 148 մլն դոլար. մանրամասներ

Հայաստանի պետական պարտքը 2017 թվականի դեկտեմբերի 31-ին կազմել է 3.279.6 մլրդ դրամ, իսկ 2018 թվականի դեկտեմբերի 31-ին, այն կազմել է 3 տրլն 349 մլրդ դրամ կամ 6 մլրդ 922,9 մլն դոլար: Ըստ էության, մեկ տարում պետական պարտքն աճել է 69.4 մլրդ դրամով (2,1 տոկոսով) կամ 148.3 մլն դոլարով (2,2 տոկոսով): Պետական պարտքի ամփոփ ցուցանիշները հրապարակել է ՀՀ ֆինանսների նախարարությունը։

Եթե համեմատենք պետական պարտքի ցուցանիշները նոյեմբերի 30-ի եւ դեկտեմբերի 31-ի դրությամբ, ապա կտեսնենք, որ մեկ ամսում պետական պարտքը 3 տրիլիոն 281,9 մլրդ դրամից դարձել է 3 տրլն 349 մլրդ դրամ, աճը կազմել է 67,1 մլրդ դրամ (2 տոկոս):

Հատկանշական է, որ նոյեմբերի 30-ի դրությամբ, դոլարային արտահայտությամբ պետական պարտքը նվազել էր 9.1 մլն դոլարով, սակայն արդեն դեկտեմբերի 31-ի դրությամբ այն աճել է: Նոյեմբերի 30-ի համեմատ դեկտեմբերի 31-ին դոլարային արտահայտությամբ պարտքն աճել է 157,4 մլն դոլարով (2,3 տոկոսով):

Նշենք, որ Ֆինանսների նախարարության ներկայացրած փաստաթղթի համաձայն, պետական պարտքի մարման առումով ամենածանր տարիները լինելու են 2020 թվականը եւ 2025 թվականը: Մասնավորապես, 2020-ին Հայաստանի քաղաքացները պետք է մարեն ավելի քան 800 մլն դոլար, իսկ 2025 թվականին՝ շուրջ 750 մլն դոլարի պարտք: Համեմատության համար նշենք, որ 2019 թվականին պետական պարտքի մարմանը կուղղվի շուրջ 300 մլն դոլար: Պետական պարտքի մարումների այդ պիկերը համընկնում են Հայաստանի կողմից թողարկած եվրոբոնդերի մարումների հետ, իսկ դրանից 500 միլիոնը եվրոբոնդերի մարման մայր գումարն է:

Նշենք, որ Ֆինանսների նախարարության Պետական պարտքի կառավարման վարչության պետ Արշալույս Մարգարյանն ավելի վաղ նշել էր, որ եթե տեղի ունենան բոլոր այն ենթադրությունները, որ կառավարությունը կատարել է, ապա 2019-ի վերջին պետական պարտքը կկազմի մոտավորապես 7,5 մլրդ դոլար, որից 6,913-ը Կառավարության պարտքն է, մացածը՝ ԿԲ արտաքին պարտքը:

Այսինքն կառավարությունը 2019 թվականին մտադիր է վերցնել մոտ 490 մլն դոլարի պարտք եւ մարել 175 մլն:

Այս ամբողջի մեջ մտահոգիչ է այն, որ պետական պարտքի աճի տեմպը շարունակում է ավելի մեծ լինել, քան ՀՆԱ աճի տեմպը, թեեւ հանուն արդարության պետք է նկատել, որ այդ բացասական տարբերությունը 2016-ից սկսած կրճատվում է:
