Վերելակների փոխարինման գործընթացի համար կպահանջվի շուրջ 2 տարի.հարցում

Երևանի քաղաքապետի տեղակալ Հայկ Սարգսյանը, մեկնաբանելով Երևանի բյուջեի նախագծով նախատեսված քաղաքապետարանի գործողությունների առաջնահերթությունները և մոտեցումները, նշել էր. «Վերելակային ֆոնդի պահպանման ծախսերը մի բան են, մի այլ բան է վերազինման և նորացման ֆոնդը: Մենք նվազեցրել ենք վերելակային ֆոնդի պահպանման և շահագործման ծախսերը: Այս ֆոնդն ուռճացված էր առնվազն 3 անգամ: Պահպանման ու շահագործման աշխատանքները, պարզ է, որ շատ ավելի էժան կարելի էր ձեռք բերել, քան արվել է: Վերելակային ֆոնդի կրճատման արդյունքում աշխատանքների և շահագործման ծավալ չի փոխվել ու չի փոխվելու:

Եթե որևէ պահի պարզվի, որ վերելակային ֆոնդի շահագործումն ունի նոր միջոցների կարիք, քան մենք պլանավորել ենք, այդ միջոցները կան: Հայտարարում եմ ամենայն պատասխանատվությամբ՝ Երևան քաղաքն ունի բավարար ֆինանսական միջոցներ, որ առաջին անհրաժեշտության հոգսերը հոգա:

Պետք է շեշտեմ, որ այսօր աշխատանքներ ենք տանում վերելակների փոխարինման ծրագրի ուղղությամբ, որի արդյունքում հին վերելակ քաղաքում չի մնալու: Ծրագիրն իրականացվելու է մունիցիպալ պարտատոմսերի թողարկմամբ: Սա աննախադեպ պրոյեկտ է լինելու ոչ միայն մեր երկրի համար, այլև տարածաշրջանում որևէ քաղաքապետարան նման ծրագիր չի իրականացրել»:

Հարցում էինք ուղարկել Երևանի քաղաքապետարանի տեղեկատվության և հասարակայնության հետ կապերի վարչություն խնդրելով պարզաբանել.

1. Ի՞նչ ասել է մունիցիպալ պարտատոմսեր, և ինչպե՞ս է իրականացվելու դրանց տեղաբաշխումը, ի՞նչ սկզբունքով են դրանք գործելու: Արդյո՞ք դրանով վերելակների փոխարինման գործընթացի վրա ծախսվող գումարը կրկին չի դրվելու բազմաբնակարանների բնակիչների վրա:

2.Եթե ասվում է, որ ծրագրի իրականացման արդյունքում քաղաքում այլևս հին վերելակներ չեն մնա, ապա խոսքը ի՞նչ ժամկետների մասին է: Այսինքն, ե՞րբ է նախատեսվում սկսել և ավարտել այդ գործընթացը:

3.Ինչպե՞ս են որոշվելու առաջնահերթությունները՝ ըստ շահագործման տարիների քանակի՞, թե՞ այլ սկզբունքով:

4. Ընդհանրապես, ներկայում քանի՞ վերելակ կա Երևանում, և դրանցից քանի՞սն ունեն ամբողջապես փոխելու կարիք:

Երեկ ստացել ենք Երևանի քաղաքապետարանի տեղեկատվության և հասարակայնության հետ կապերի վարչության պատասխանը, ուր մասնավորաբար նշված է. «Ի պատասխան Ձեր հարցման առաջին կետի՝ տեղեկացնում ենք, որ մունիցիպալ պարտատոմսերը համայնքների կողմից թողարկվող պարտատոմսեր են, որոնք համայնքի լրացուցիչ նպատակներով լրացուցիչ ֆինանսական միջոցների ներգրավման աղբյուր են հանդիսանում: Դրանք ծառայում են որպես այլընտրանք վարկային միջոցներին: Դրանց տեղաբաշխումը իրականացվում է շուկայում՝ մասնագիտացված տեղաբաշխողների միջոցով: Այս պահին դեռևս քննարկման փուլում է, թե վերելակների փոխարինման գործընթացի ֆինանսավորման համար ինչպիսի եղանակ կընտրվի:

Ձեր հարցման 2–րդ կետի վերաբերյալ նշենք, որ վերելակների փոխարինման գործընթացի համար դրա մեկնարկից սկսած կպահանջվի շուրջ 2 տարի:

Վերելակների փոխարինման առաջնահերթությունը որևէ սկզբունքով դեռևս որոշված չէ: Նաև տեղեկացնենք, որ մայրաքաղաքում ներկայումս կա շուրջ 4200 վերելակ:

Նախնական գնահատականներով, փոխարինման կարիք կունենա 3500–ը: Այս ցուցակները լրացուցիչ ճշգրտման կարիք կունենան վերելակների փոխարինման նախագծի մշակման ընթացքում»:
