Ներդրումների խրախուսում, բանակի զարգացում, աղքատության կրճատում. Փաշինյանը մատնանշեց կառավարության անելիքները

Վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը կառավարության նիստում անդրադարձավ խորհրդարանական ընտրությունների արդյունքներին և ընդգծեց, որ քաղաքացիները լուրջ մանդատ է տվել «Իմ քայլը» դաշինքին առաջիկա հինգ տարիների ընթացքում երկրի կառավարումն իրականացնելու համար: Նիկոլ Փաշինյանի խոսքով՝ սա խոսում է այն մասին, որ կառավարության անելիքները դեռ առջևում են, ինչը նշանակում է, որ առնվազն որոշ բաներ գործադիրը հասցրել է անել, ինչն էլ հիմք է տվել, գործող կառավարության գործունեությունը շարունակելու մանդատ տալ:

Վարչապետի պաշտոնակատարն ուղենշեց առաջիկա շրջանի կառավարության մի քանի կարևոր անելիքներ: «Առաջինն իհարկե, տնտեսական հեղափոխության համատեքստում ներդրումների խրախուսումն է: Պետք է արձանագրել, որ Հայաստանի նկատմամբ ներդրումային մեծ հետաքրքրություն կա, որն առաջիկայում շարունակելու է աճել: Ուզում եմ ՀՀ բոլոր պետական պաշտոնյաների ուշադրությունը հրավիրել և հանձնարարել՝ ստեղծել բոլոր պայմանները և չստեղծել որևէ խոչընդոտ պոտենցիալ ներդրումների համար: Հույս ունեմ, որ որևէ ազդակ չեմ ստանա, որ որևէ նախագծի շուրջ խոչընդոտներ կան»,- «Արմենպրես»-ի հաղորդմամբ, ասաց Նիկոլ Փաշինյանը՝ ավելացնելով, որ բյուրոկրատական քաշքշուկների ինստիտուտը պետք է վերացնել և հնարավորինս պարզեցնել ընթացակարգերը, որպեսզի այդ առումով ևս որևէ արհեստական խոչընդոտ չլինի:

«Առաջիկա անելիքները թվում կարևորը ներդրումների խթանումն է և շատ արագ բոլոր պոտենցիալ ներդրողների համար ստեղծել բարենպաստ միջավայր, որպեսզի ներդրումային մտադրությունները դառնան ներդրումներ:

Երկրորդը կարևորագույն անելիքը՝ ռազմաարդյունաբերական համալիրի զարգացումն է, և այս խնդրի լուծումը կապում եմ Հայաստանը տեխնոլոգիական երկիր դարձնելու մեր տեսլականի և ինժեներական, տեխնիկական միտքը զարգացնելու հրամայականի հետ:

Հաջորդ առանցքային խնդիրը զինված ուժերի մարտունակության բարձրացման հարցն է և ասել եմ, որ առաջիկա հինգ տարվա ընթացքում պետք է ի վիճակի լինենք զինված ուժերի զարգացման համար ներդնել շուրջ 2,5 մլրդ դոլար: Այդ միջոցները գտնելու ուղղությամբ պետք է հավելյալ աշխատանք տանել, խոսքը հավելյալ միջոցների մասին է, որոնց մի մասը պետք է ուղղված լինի զինծառայողների սոցիալական վիճակի բարելավմանը»,- ընդգծեց վարչապետի պաշտոնակատարը:

Նիկոլ Փաշինյանն ասաց, որ հաջորդ կարևոր ուղղությունը լինելու է կրթության ոլորտը, բարձրագույն կրթական համակարգը որակական նոր մակարդակի բերելը, նրա կապվածությանը տնտեսական կարիքների հետ ուժեղացնելը: «Խոսել ենք բարձրագույն կրթության ոլորտի համախմբման անհրաժեշտության մասին, մեծ դիսբալանս է առաջացել բուհական և գերատեսչական համակարգերի միջև:

Մեր հաջորդ կարևոր խնդիրն առողջապահության ոլորտում լրջագույն բարեփոխումների իրականացվում են, որոնց նպատակը ծառայությունների հասանելիությունը հանրության լայն շերտերին ապահովելն է: Այդ ծառայություններն իրապես և ամբողջ ծավալով պետք է իրականացվեն:

Կարևորում ենք նաև պետական կառավարման համակարգի արդիականացման և արդյունավետության բարձրացման խնդիրը: Որպես այս ամենի հանգուցալուծում կամ գագաթնակետ՝ պետք է ընկալենք քաղաքացիների սոցիալական վիճակի և քաղաքացների բարեկեցության մակարդակի էական փոփոխությունների արձանագրումը: Մեր խնդիրն է Հայաստանում ծայրահեղ աղքատությունը վերացնելը և աղքատությունն էականորեն նվազեցնել: Ունենք քաղաքացիների մանդատը և այս խնդիրները պետք է կարողանանք լուծենք առաջին հերթին աշխատանքի խրախուսմամբ և աշխատանքի համար անհրաժեշտ պայմանների ստեղծմամբ»,- ասաց Նիկոլ Փաշինյանը:
