Խոսել ծրագրով՝ այլ ոչ թե պոպուլիզմով

Յուրաքարչյուր քաղաքական ուժի համար կարևոր է գաղափարական կոնկրետ օրիենտացիա և որոշակի քաղաքական արժեքային համակարգ ունենալը: Ցավոք, հայ իրականությունում հաճախ ենք բախվում քաղաքագիտական այս դոկտրինի աղավաղմանն ու վերաձևակերպմանը, հատկապես, եթե փաստենք, որ ՀՀ-ում գործող 80-ից ավել կուսակցությունների շոշափելի հատվածը զուրկ է գաղափարական և ծրագրային մոտեցումներից (ծրագրերը որպես կանոն որևէ տեղից արտատպված են լինում կամ ուղղակի գողացված): Սրա մասին չէ, որ այսօր կցանկայի խոսել:

Բոլոր կուսակցությունների համար առաջնային համարվող ծրագրերը, որպես կանոն, նախընտրական շրջանում դառնում են առանցքային նշանակության փաստաթուղթ, քանի որ հենց դրանով է կուսակցությունը պատրաստվում հավաքել լսարան և ներկայացնել պետության զարգացման իր մոտեցումներն ու տեսլականը:


ՀՀ քաղաքական դաշտում՝ նախընտրական շրջանում ոչ բոլոր կուսակցություններն ունեն հստակ թեզավորված և համակցված ծրագրեր, սակայն ԲՀԿ-ն իր կայացման առաջին օրերից միշտ աչքի է ընկել իր ծրագրային դրույթների կետային ներկայացմամբ և հանրության հետ ակտիվ դիսկուրսի մտնելու առանձնահատկությամբ: Կուսակցությունը, ինչպես նախորդ բոլոր դեպքերում, այս ընտրություններին նույնպես մասնակցում է ակտիվ ծրագրային թղթապանակով, որտեղ ընգրկված են հասարակության համար արմատական նշանակություն ունեցող մի շարք էական կետեր:

Գագիկ Ծառուկյանի հորդորով՝ իր թիմն առանձնակի ուշադրություն է դարձնում ֆինանսական շուկայի, բանկային համակարգի և դրամավարկային քաղաքականության սպեցիֆիկությանը: Հենց այդ պատճառով է, որ ծրագրում հաշվի առնելով տարածաշրջանում աշխարհաքաղաքական և արտաքին տնտեսական մարտահրավերների առանձնահատկությունները՝ արդյունավետ է համարում ՀՀ-ում ֆինանսական միջնորդությունների բազմազանեցումը, հատկապես, ԵԱՏՄ երկրների ֆինանսական կառույցներից դեպի ՀՀ, և ապա արտաքին ֆինանսական շուկաներ օրինական և փոխշահավետ սխեմաների միջոցով դրամական նոր և մեծածավալ միջոցների ներգրավումը:

Արդեն կատարված փաստ է, որ ՀՀ-ում կան շուրջ 1.5 մլն վարկառուներ: Ներկայումս՝ նախորդ 10-15 տարիների ընթացքում բարձր տոկոսներով (18-24 %) վարկեր ձեռք բերած քաղաքացիների և տնտեսվարող սուբյեկտների մեծ մասը կքած է այդ վարկերի բեռի ներքո, հաճախ դրանք վերաձևակերպելով տարբեր բանկերում և վարկային կազմակերպություններում: Անհրաժեշտ է վարկային հարաբերությունների համակարգի առողջացում` տոկոսների, տույժ և տուգանքների սառեցում և հետաձգում, որոշ դեպքերում նաև` դուրսգրում:

Սրանք քայլեր են, որոնց հասնելու համար պետք է հանրային աջակցություն և վստահության քվե, որի առկայության պարագայում հայ մարդու ֆինանսական բեռի թեթևացումն, ըստ էության, ակնհայտ է լինելու:
