Դիլետանտը քաղաքականության մեջ` persona non grata

Քաղաքականությունը հնարավորի արվեստ է, ասում է հնագույն ասացվածքը, սակայն որոշ դեպքերում քաղաքականության մեջ տեղի ունեցող դեպքերը հիշեցնում են մառազմատիկ ու կլոունադա հիշեցնող իրավիճակներ:

Քաղաքական համակարգի առանցքային խաղացողներն, իհարկե, կուսակցություններն են, իսկ հայ իրականության մեջ ընդունված է յուրաքարնչյուր ընտրությունից առաջ դաշտում հերթական «ֆեյք» կուսակցության ի հայտ գալը:

ԱԺ արտահերթ ընտրություններին ընդառաջ պարզ դարզ դարձավ, որ ընտրություններին մասնակցելու է նաև անհասկանալի ծագում և քաղաքական օրիենտացիա ունեցող «Ազգային առաջընթաց» կուսակցությունը:

Նշյալ կուսակցության համամասնական ցուցակը կին է գլխավորում՝ ոմն Լուսինե Հարոյան։

Վերջինս իր ելույթներից մեկում այսօր ասել է, թե «օլիգարխները պետք է հեռու մնան քաղաքականությունից, սակայն տեսնում ենք՝ օլիգարխը դարձավ սեփականատեր, ավելին՝ ստորագրվեց հուշագիր», օլիգարխ ասելով` տվյալ տիկինը նկատի է ունեցել ԲՀԿ նախագահ Գագիկ Ծառուկյանին։

Ասվածի մասին որոշ պարզաբանումներ անենք:

«Օլիգարխիա» եզրույթը ծագում է հունարեն ὀλιγαρχία բառից, որը կազմված է ὀλίγος (օլիգոս,«մի քանի») +‎-αρχία(-արխիա, «իշխանություն») արմատներից։ Ժամանակակից քաղաքագիտության մեջ կա ավելի խորը սահմանում՝ օլիգարխներ են այն անձինք, որոնց վերահսկողության տակ են կենտրոնացած խոշոր նյութական ռեսուրսներ, որոնք նրանք կարող են օգտագործել իրենց անձնական հարստությունը և բացառիկ սոցիալական դիրքը պաշտպանելու կամ բարձրացնելու նպատակով։ Հետևաբար՝ օլիգարխիան հարստության պաշտպանման քաղաքականությունն է։
Տիկնոջը կհորդորեինք մի քանի քաղաքագիտական բառարանում ճշտումներ անել, որպեսզի հետագայում անհարմար դրության մեջ չնկներ:

Հետխորհրդային կոնտեքստում, մասնավորապես Ռուսաստանում և Ուկրաինայում, «օլիգարխ» բառը հիմնականում կիրառվում է այն մեծահարուստների դեպքում, որոնք լավ կապեր ունեն նախագահի հետ։

Կուսակցության «լիդերի» հաջորդ մտքի գոհարը կապված էր ուսանողներին ամենամյա կրթաթոշակ տրամադրելու հետ․ այն համարվել էր ընտրակաշառք:
Հարկ է հիշեցնել, որ այդ միջոցառումն արդեն 15 տարվա պատմություն ունեցող բարի ավանդույթ է և ընդհանրապես կապ չունի ընտրական գործընթացների հետ:

Ես հասկանում եմ, որ քաղաքականության մասին վերջին 5 տարին հետաքրքրվող անձի համար նման երևույթը դիտարկվում է «ընտրակաշառք», ուղղակի կհորդորեի անտաղանդ դիլետանտին Google-ում փնտրեր և տեսներ տասնամյա վաղեմության տեսանյութերը և, ուղղակի, անկյունում թաքուն կարմրեր: Անամոթություն է այս կարգի հարցերը դարձնել քաղաքական դիվիդենտ հավաքելու էժան ժեստ:

Մի հորդոր ևս տիկնոջը. նախքան տարբեր գնահատականներ հնչեցնելը, կհուշեի հետևեր ԱԺ-ում «Ծառուկյան դաշինք» խմբակցության գործունեությանը, որը համարվում է ամենակատիվ և օրենսդրական նախաձեռնություններ ներկայացնող ուժը, իսկ պատգամավորները՝ ամենաշատ հարցեր տված և ելույթով հանդես եկած օրենսդիրները:
