«Պայմանագրի շուրջ գործընթացը դեռ չի մեկնարկել». Դավիթ Բաբայան

Արցախի և Հայաստանի միջև ռազմաքաղաքական դաշինքի մասին պայմանագրի հնարավոր կնքումը կարևորվել է թե՛ փորձագիտական շրջանակների, թե՛ նաև պաշտոնյաների մակարդակով: Մասնավորապես՝ Արցախի անվտանգության խորհրդի քարտուղար Վիտալի Բալասանյանը խիստ հրատապ էր համարել պայմանագրի կնքումը ու հույս հայտնել, որ Հայաստանի ԱԺ ընտրություններից կարճ ժամանակ անց այդ փաստաթուղթը պատրաստ կլինի:

Oragir.info-ն Արցախի նախագահի խոսնակ Դավիթ Բաբայանից հետաքրքրվեց՝ ի՞նչ փուլում են աշխատանքները: «Այդ պայմանագրի ստորագրումն ու բուն գործընթացը դեռ մեկնարկած չեն: Դեռ միայն խոսակցություններ, կարծիքներ և ինչ–որ քննարկումներ կան, բայց դեռևս չի եկել այն պահը, որ ասենք, թե մեկնարկել է այդ գործընթացը, ինչ փուլում է, և երբ է լինելու վերջնական ստորագրումը: Նախևառաջ այդ փաստաթղթի վրա պետք է աշխատանք տարվի, պետք է լինեն տարբերակներ, տեքստ պետք է լինի և այլն, և այլն: Դեռ վաղ է խոսել նման պայմանագրի մասին: Ժամանակը ցույց կտա՝ ե՞րբ է լինելու, լինելո՞ւ է առհասարակ… Պետք է սպասել»,–մեզ հետ զրույցում ասաց Դ. Բաբայանը:

Նրա հետ զրույցում անդրադարձանք նաև հատկապես վերջին շրջանում օրակարգային հարց դարձած՝ Արցախը բանակցային կողմ վերադարձնելու խնդրին:

Անդրադառնալով զարգացումներին՝ Դ. Բաբայանը նշեց. «Որպես բանակցային կողմ Արցախի կարգավիճակի վերականգնման միակ խոչընդոտն Ադրբեջանի քաղաքականությունն է, ուրիշ ոչ մի խոչընդոտ չկա: Առավել ևս՝ հայաստանյան ներքաղաքական զարգացումները, որոնք որևէ ազդեցություն չեն ունենում այս գործընթացի վրա կամ, եթե ունենում են, ապա շատ քիչ: Հիմնական պատասխանատուն Ադրբեջանն է, որը պարզապես իր ապակառուցողական քաղաքականության միջոցով, փաստորեն, խարխլեց բանակցային լիարժեք ձևաչափը՝ դրանով իսկ ավելի դժվարեցնելով վերջնական կարգավորումը: Բացի այդ, պարզ է, որ առանց Արցախի մասնակցության հնարավոր չէ այդ հարցը կարգավորել: Մեծ հաշվով՝ դեռևս բավականին ջանքեր պետք է գործադրվեն, որ Արցախը նորից վերականգնի բանակցային գործընթացում ունեցած իր կարգավիճակը»:

Դավիթ Բաբայանի խոսքով՝ թեև այս առումով մեսիջներ կան, պաշտոնական Երևանը ևս շարունակում է այս ուղղությամբ շեշտադրումներ անել, բայց հարցն այլ դաշտում է. «Թեև միջազգային հանրությունը կարծես ևս հասկանում է այդ ամենը, բայց Ադրբեջանի քաղաքականությունը մնացել է անփոփոխ: Սա նշանակում է, որ ժամանակ և ջանքեր են պահանջվելու, որպեսզի լիարժեք ձևաչափը վերականգնվի»:

Ինչ վերաբերում է ԱՀ նախագահի՝ ԱՄՆ և Ֆրանսիա կատարած այցերից հետո Ադրբեջանի հղած բողոքներին ու հայկական կողմից անհրաժեշտ հակազդեցության մասին հնչեցրած դիրքորոշումներին, Դավիթ Բաբայանն ընդգծեց.

«Ադրբեջանին հակազդելը մեզ համար ինքնանպատակ չէ, երբևիցե չի եղել և չի էլ լինի: Մենք մեր աշխատանքը կատարում ենք, զարգացնում ենք մեր երկիրը, կապեր ենք հաստատում տարբեր երկրների թե՛ հասարակական, թե՛ մարդասիրական, թե՛ մշակութային և թե՛ քաղաքական հատվածների ու միավորումների հետ: Սա է մեր պատասխանը: Եվ մենք դա անում ենք ոչ նրա համար, որ Ադրբեջանն իրեն վատ զգա, «հիստերիայի» մեջ ընկնի և սկսի ինչ–որ քաղաքականություն վարել: Ամենևին: Դա մեր քաղաքականությունն է, որը մեր պատասխանն է այն բոլոր հակառակորդներին, որոնք չեն ուրախանում հայոց պետականության ամրապնդմամբ և Արցախի զարգացմամբ: Պետությունն ու ժողովրդավարական ինստիտուտներն ուժեղացնելը, կապեր հաստատելը և դրանք խորացնելը ևս մեր պատասխանն է»:
