Գագիկ Ծառուկյանի գլխավորած պատվիրակությունը պաշտոնական այցով գտնվում էր Մոսկվայում, որտեղ հանդիպումներ ունեցավ Ռուսաստանի իշխող ուժի՝ « Единая Россия » կուսակցության բարձրաստիճան անդամների հետ : Հանդիպումը չափազանց կարևոր է քանզի դրանք նպաստում են Հայ-ռուսական հարաբերությունների կայունությանը և զարգացմանը: Ռուսաստանը Հայաստանի համար առաջին դաշնակիցն է և գործընկերը: Գագիկ Ծառուկյանի այցի ընթացքում փակ հանդիպումների ժամանակ քննարկվել են տարբեր ոլորտներին վերաբերող հարցեր սկսած առևտրատնտեսական, մշակութային, անվտանգության, խորհրդարանական համագործակցությանը վերաբերող հարցերից : ՌԴ պետական դումայի փողխոսնակ Սերգեյ Նևերովը նշեց, որ ԲՀԿ-ն շատ բարձր վարկանիշ ունի և խորհրդարանական ընտրություններում շատ բարձր տոկոս կհավաքի : Հանդիպման արդյունքում ձեռք են բերվել բազմաթիվ պայմանավորվածություններ, նոր թափով և արագությամբ համատեղ փոխշահավետ ծրագրերը կյանքի կոչելու համար: Գագիկ Ծառուկյանը ընդգծեց որ Ռուսաստանում ավելի քան 2մլն հայ է ապրում և ոչինչ չեն խնայելու երկու երկրների և ժողովուրդների բարեկամության ամրապնդման և խորացման համար:
