Նախընտրական ֆալստարտ

ԱԺ արտահերթ ընտրություններին մնացել է մեկ ամսից էլ պակաս ժամանակ, քաղաքական ուժերը հստակեցնում են իրենց ցուցակներն ու ընտրական քարոզարշավի տակտիակայի վերջին շտկումներն են կատարում: Տարբեր առիթներով անընդհատ շեշտվում է, որ այս ընտրություններն անկախ Հայաստանի լավագույն ընտրություններն են լինելու, քանի որ հենց այս ընտրությունով է քաղաքացու ազատ կամարտահայտությունը դրսևորվելու:
Հուսալ, թե ձևավորվելիք խորհրդարանի գունապնակը բազմագույն է լինելու, միամիտ բան է: Երկրի թիվ մեկ քաղաքական հարթակում հայտնվելու են ոչ թե քաղաքական պայքարի արդյունքում հաղթանակ տարածները, այլ ընդհանուր մթնոլորտում լավ թմբուկ զարկողները, որոնք, սակայն, դեկտեմբերի 9-ից հետո ստիպված են լինելու իրենց ուսերին կրելու երկրի կառավարման ծանր պարտականությունը:
Այս շաբաթն աչքի ընկավ նրանով, որ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը սկսեց իր մարզային այցերը, կամ այլ կերպ ասած իր համար սկսեց քարոզարշավը, չնայած քարոզարշավի պաշտոնական մեկնարկից դեռևս կա մեկ շաբաթ ժամանակ: Փաշինյանը նախ այցելեց Գեղարքունիքի մարզ՝ լինելով գրեթե բոլոր քաղաքներում, իսկ արդեն այսօր՝ Արագածոտնի մարզ: Ստեղծվում է մոտավորապես հետևյալ պատկերը. վարչապետի պաշտոնակատարը գնում է որևէ մարզ, տվյալ մարզում հանդիպումներին ներկա են լինի նաև մարզպետները, մարզում որոշակի հարգանք ունեցող մարդիկ, և դա բնական է, որովհետև երկրի վարչապետն է եկել, պարտավոր են այնտեղ լինել, որովհետև վարչապետը նաև պետականության սիմվոլ է:
Ակնհայտ է, որ վարչապետը մարզեր կատարած աշխատանքային այցի ժամանակ զբաղվում է նախընտրական քարոզչությամբ, ինչը բոլոր միջազգայնորեն ընդունված բոլոր չափանիշներով վարչական ռեսուրսի չարաշահման կոպիտ դրսևորում է:
Նիկոլ Փաշինյանը մի կողմից հրահանգում է չօգտագործել վարչական լծակները, մյուս կողմից չտեսնելու է տալիս, որ իր կառավարության անդամները վերից վար լծվել են քարոզչական աշխատանքների` մի կողմ թողնելով կառավարության հրատապ խնդիրները։
«Իմ քայլը» դաշինքի ցուցակի առաջին համարից մինչև վերջինն անհատական աշխատանքներ են տանում քաղաքացիների հետ, հավաքագրում են մարդկանց, ճշտում, թե քանի ձայն ունեն։ Քարոզչական այս ճնշումից տուժում են բոլոր մյուս քաղաքական ուժերը։ Փաշինյանը և «Իմ քայլը» դաշինքը առանձնապես քարոզչության կամ ադմինիստրատիվ ռեսուրսն օգտագործելու կարիք իրականում չունեն, քանի որ նրանք չափից ավելի պոպուլյար են և ինքնադրսևորվելու կարիք ընդհանրապես չունեն: Այս ամենով ստեղծվում են անհավասար պայմաններ, ինչի կարիքն իրենք բացարձակապես չունեն, հարկ է նկատել, որ սա նաև ինչ-որ առումով մեծ վնաս կլինի «Իմ քայլը» դաշինքին. ենթադրենք եթե նրանք հավաքեն 80-90 տոկոս քվե, որն իր հերթին հետո հակառակ ազդեցությունն է ունենալու հենց իրենց համար: Կստեղծվի մի վիճակ, երբ մենք կունենանք ՀՀՇ-ի պատմության կրկնությունը:
Խոսել հավասար հնարավորությունների և օրենքի գերակայության մասին մի կողմից, մյուս կողմից չարաշահել վարչապետի պաշտոնակատարի դիքրը քարոզարշավային ֆալստարտի համար՝ սա վկայում է այն մասին, որ իշխանությունը չի խորշում ոչ վարչական ռեսուրսների օգտագործումից, ոչ էլ Ընտրական օրենսգիրքը բացահայտ խախտելու փաստից:
