Հայաստանի անհատնում հարստությունը մարդկային ռեսուրսն է

Էլլա Հովհաննիսյանը ֆեյսբուքյան իր էջում գրում է.

Ընդհանրապես անվիճելի փաստ է, որ երկրի զարգացման համար կարևոր է երեք գործոն՝ տարածքն ու բնական պաշարները, մարդկային ռեսուրսները, ինչպես նաև կապիտալը:
Եթե առաջին երկու գործոնները չկան, ապա երրորդը հնարավոր չէ ստեղծել:
Գաղտնիք չէ, որ Հայաստանի Հանրապետությունը պատկանում է այն երկրների շարքին, որոնք տարածքով և բնական պաշարների հարստությամբ շահեկան դիրքերում չեն: Փոխարենը Հայաստանի անհատնում հարստությունը մարդկային ռեսուրսն է: Իսկ 21-րդ դարը պատկանում է մարդկային ուղեղին: Քիչ չեն օրինակները, երբ բացարձակապես բնական պաշարներից զուրկ, անգամ խմելու ջուրը հարևան երկրից ներկրող պետությունը կարճ ժամանակամիջոցում աննախադեպ առաջընթաց է ունենում՝ սեփական քաղաքացիների մտավոր ներուժը խթանելու և օգտագործելու շնորհիվ:
Հազարամյակների ընթացքում մենք հաջողակ ենք եղել կրթության բնագավառում, և հայ ընտանիքներում կրթության համար տրամադրվող միջոցները զբաղեցրել են երկրորդ տեղըˋ ընտանիքի ողջ ծախսերի շարքում: Մեր ծնողերը հավատացել են կրթության ուժին, և ամեն գնով իրենց երեխաներին ապահովել են բարձրագույն կրթությամբ:
Ցավոք Հայաստանը դեռևս չի պատկանում այն երկրների շարքին, որտեղ սեփական քաղաքացիների համար բարձրագույն կրթությունը անվճար կարողանա ապահովել: Իսկ բավական բարձր՝ մոտ 30 տոկոս աղքատության շեմ ունեցող մեր երկրում, ուսման վարձավճարները իսկական խնդիր են դառնում:
Միջազգային պրակտիկայում լայնորեն ընդունված կրթաթոշակ հատկացնելու ինստիտուտը, բարեբախտաբար, մի քանի տարի է արդեն, ինչ կիրառվում է նաև Հայաստանում: «Գագիկ Ծառուկյան» բարեգործական հիմնադրամը շուրջ 15 տարի է, շարունակում է իր երախտապարտ գործունեությունը՝ կրթաթոշակներ տրամադրելով ՀՀ տարբեր բուհերում ուսանող այն երիտասարդներին, ովքեր ունեն սոցիալական դժվարություններ: Հիմնադրամը առանց մրցութային կարգի կրթաթոշակ է տրամադրում նաև ապրիլյան քառօրյայի մասնակից հերոս-ուսանողներին:
Այս տարի Գագիկ Ծառուկյան անվանական կրթաթոշակ է ստացել ռեկորդային թվով՝ 1000 ուսանող: Ուսանողների համար սա, բացի նյութական օգնությունը, հսկայական հոգեբանական օգնություն է ՝ այն առումեվ, որ իրենք գնահատված են, իրենք արժևորված են, իրենք պետք են հայրենիքին:
Հայաստանի հաջողության առանցքային տարրերը լինելու են տեղեկատվական ժամանակաշրջանի պահանջներին համապատասխանող կրթությունը, և միջավայրը, որը թույլ կտա տաղանդավոր և կրթված մարդկանց իրացնել սեփական ներուժը հայրենիքում:
Ինչպիսի նոր տեխնոլոգիաներ էլ առաջ գան այսօր, կարևորը մարդիկ են։ Նույնիսկ մեկ սրտացավ մարդը կարող է փոխել համակարգը, իսկ դա նշանակում է՝ ամբողջ աշխարհը։
