Ո՞ւր են գնացել տրամադրված գումարները

Երևանի քաղաքապետարանում կայացած հերթական խորհրդակցության ժամանակ անդրադարձ է եղել 2018թ. ծրագրով նախատեսված ընդհանուր օգտագործման գույքի վերանորոգման, բազմաբնակարան բնակելի շենքերի մուտքերի ու տանիքների, ինչպես նաև վթարային պատշգամբների վերանորոգման աշխատանքների կատարմանը:

Անդրադառնալով վթարային պատշգամբների խնդրին՝ քաղաքապետի խորհրդական Կամո Արեյանը հիշեցրել է, որ, որպես բաժնային սեփականության մի մաս, շքապատշգամբները պետք է նորոգեն տվյալ բնակարանների սեփականատերերը, սակայն որպես բարի կամքի դրսևորում Երևան քաղաքի ավագանու որոշմամբ ամեն տարի միջոցներ են հատկացվում այդ ծրագիրն իրականացնելու համար:

Կ. Արեյանը նշել է, թե իբր լինում են դեպքեր, երբ բնակիչները հրաժարվում են կամ թույլ չեն տալիս իրականացնել նորոգումը՝ վտանգելով բնակիչների ու անցորդների անվտանգությունը: Նա, սակայն, չի նշել, թե կոնկրետ ո՞ր հասցեից են նման մերժումները եղել և կոնկրետ ո՞ւմ է դա վերաբերում: Երևանցիները լավ գիտեն, որ նման գումարները, այն էլ՝ ավագանու որոշմամբ, հիմնականում ծախսվել են ՀՀԿ–ամերձ շրջանակների, այսինքն՝ յուրայինների բնակարանների պատշգամբները վերանորոգելու համար, իսկ ոչ յուրայիններինը մնացել են անմխիթար վիճակում:

Բնական է, որ այս ամենից դեռևս անտեղյակ է քաղաքապետ Հայկ Մարությանը, ով պատասխանատուներին հանձնարարել է համատիրությունների հետ համատեղ բնակիչների շրջանում բացատրական աշխատանքներ իրականացնել՝ հիշեցնելով, որ այդ գործառույթը քաղաքապետարանի պարտավորությունների շրջանակից դուրս է: Հետևաբար հետագա ողջ պատասխանատվությունը կրելու են սեփականատերերը:

Մինչ այդ, երևի նույն Արեյանից պետք էր հարցնել ու հստակություն մտցնել, թե խոսքը կոնկրետ ո՞ր հասցեներին է վերաբերում, նման լավ քայլը մերժած քանի՞ սեփականատեր կա մայրաքաղաքում և այլն: Իրականում դժվար է պատկերացնել, որ պետական պատկան մարմինների կողմից նման նախաձեռնություն ցուցաբերելու դեպքում կգտնվի գեթ մեկ քաղաքացի, ով թույլ չի տա, որ իր շքապատշգամբը Արեյանի նշած բարի կամքի շրջանակներում վերանորոգվի:

Իսկ գուցե խոսքն այլ պայմանավորվածությունների մասի՞ն է եղել: Ասենք՝ այդ բարի կամքի դիմաց ոմանք բնակիչներից փորձել են գումարներ գանձել, այդ պատճառով են մարդիկ հրաժարվել, նման «ծառայությունից», կամ մեկ այլ մոտեցումն է դրա պատճառը եղել:

Սրանք հարցեր են, որոնք ուսումնասիրության կարիք ունեն: Առավել ևս, երբ այսօր նոր իրողությունների պայմաններում հին ռեժիմի ներկայացուցիչներն ամեն ինչ փորձում են բարդել բնակիչների վրա՝ դրանով կոծկելով սեփական թերացումները, որոնք քիչ չեն: Բացի այդ, լավ կլիներ, որ քաղաքային իշխանությունները բոլոր հարցերին մոտենային բնակչի շահի, ոչ թե նախկին իշխանությունների տեսանկյունից: Առավել ևս, որ նման թեմաներով միշտ էլ հարցերն ավելի շատ են եղել, քան պաշտոնյաների պատասխանները:
