Ավագանու անդամների փորձի պակասը ակնհայտ է դառնում

Վարդուհի Մազմանյանը ֆեյսբուքյան իր էջում գրում է.

Օրեր առաջ մամուլում տեղեկություն տարածվեց, որ Երևանի ավագանիների միջնորդությամբ դադարեցվել է Աբովյան 5 հասցեում ընթացող հյուրանոցային համալիրի շինարարությունը, որը իրականացնում է «Մուլտի գրուպ» կոնցեռնը: Սակայն, երբ ուսումանսիրում ես խնդրի մանրամասները համակողմանիորեն, պարզ է դառնում, որ այս պատմության մեջ ոչ թե շինարարության թույլտվության բացակայությունն է կամ որևէ խախտում, այլ ընդամենը այստեղ դրսևորվել է նորաթուխ ավագանիների անփորձությունը: Քանի որ ըստ օրենսդրության, Երևան քաղաքում շինարարություն կատարելու վերաբերյալ համապատասխան դիմումը ուղարկվում է քաղաքապետարան և, եթե մեկ ամսվա ընթացքում պատասխան չի ստացվում, կառուցապատողը իրավունք ունի իրականացնել շինարարությունը: Աբովյան 5 հասցեում շինարարություն իրականացնելու բոլոր անհրաժեշտ նյութերը երկար ժամանակ է ինչ գտնվում են քաղաքապետարանում և պետք է ուսումնասիրվեն համապատասխան վարչության կողմից: Ավագանիների անփորձությունը դրսևորվում է նաև ավագանիների նիստերի ժամանակ, ինչը շատ բնական է, հաշվի առնելով նրանց կարճ ներկայությունը քաղաքապետարանում և տվյալ ոլորտում աշխատանքային փորձի պակասը: Արտահերթ ընտրությունները սարերի հետևում չեն և նմանատիպի քայլերը կարելի է բացատրել ոչ միայն փորձի պակասով, այլև նախընտրական քարոզչության տրամաբանությամբ, որտեղ ի ցույց է դրվում ավագանիների «լավ» աշխատանքը, իսկ իրականում խոչընդոտվում է մեծ ներդրումային ծրագիրը:
Ինչևէ, Երևանի բնակիչները չափազանց մեծ ակնկալիքներ ունեն, և սպասում են նախընտրական շրջանում տրված խոստումների իրականացմանը: Աղբահանության, տրանսպորտի, բազմաբնակարան շենքերի տանիքների, վերելակների խնդիրները հրատափ լուծում են պահանջում, և պետք է բոլոր ջանքերն ուղղել այս հետագծով:
